Surplus Property for auction, donation or Disposal

Subject:
Discussion and possible action to authorize the Purchasing Agent to process surplus and/or salvage County property in accordance with the Texas Local Government Code (LGC); Section 263.152 (Disposition), competitive bid or auction (A.)(3.)(4.), (6.)(c.) for approximately 109 vehicles/heavy equipment, cages and front end grill guards and authorize the Purchasing Agent to publish Notice to public as per Local Government Code Section 263.153 (Notice). [Co-Sponsored by Tano E. Issue: Excess County property that either is salvage property because of time, accident, or any other cause is so worn, damaged, or obsolete that it has no value for the purpose it was originally intended for and/or surplus property that may have some usefulness for the purpose it was intended. Over the years, fleet that is no longer useful due to wear and tear, high mileage or in some cases fleet that is badly damaged due to traffic accidents has accumulated at the County yard with no action taken. 

Solution: Attempt to sell the County surplus or salvage property by competitive bids or auction, dispose or destroy property that can't be sold through auction and/or competitive bids because it’s deemed worthless or dispose through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products.  Cleaning up the yard will allow the Purchasing Agent to set new procedures that will be more efficient in managing fleet that departments want to dispose of and/or deem no longer useful for their operation.

Result: Generate revenue from sale of property, make room for future surplus turned in by departments and/or salvaged property that would require Courts approval for future disposal or other action permitted by law.
Background:

This action may generate revenue from sale of property and make room for future surplus turned in by departments and/or salvaged property that would require Courts approval for future disposal or other action as permitted by law.

The Purchasing Agent intends to introduce new procedures for processing surplus or salvaged property in a more efficient and effective manner to avoid an accumulation of unwanted vehicles, heavy equipment and other misc. items found at the County yard.  Further the County Purchasing Agent will request cooperation from Road & Bridge and Building Maintenance Departments to assist with the cleanup of property as vehicles are removed from the yard.
Previous Court Action:
Court approved disposal of surplus miscellaneous items on February 13, 2017.

Financial Impact:
No expense will incur unless surplus or salvaged county property is sold to public; a public notice then will be posted in at least one newspaper of general circulation in Webb County. Other options may include disposal / destruction of county property or donation to civic or charitable organizations.
