Discussion and possible action to establish, by Order of the Webb County Commissioners Court, a reinvestment zone to be known as the Hecate Energy Outpost Solar Reinvestment Zone, located approximately 24 miles from Laredo in North Eastern Webb County east of Interstate 35; directing a proposed Tax Abatement agreement be prepared; authorizing the publication of all required notices as per statute and any other matters incident thereto.
