Discussion and possible action to approve the submission of a grant application as prepared and submitted by the Webb County Head Start and Early Head Start Program to the Department of Health and Human Services Administration for Children and Families for Fiscal Year 2023 - 2024 Refunding, Cost of Living Adjustment (COLA), and Quality Improvement (QI) grant in the amount of $12,551,420 (Federal) and $3,137,855 (Non-Federal) for a total amount of $15,689,275 for services to 1,290 eligible children and their families; and authorizing the Webb County Judge to execute all relevant documents related to this grant; and other matters thereto. Furthermore, this grant does not require a cash match; and thus will have no impact to the General Fund. All required documents were sent to review through the Economic Development Department and the solicitation is compliant with the Webb County Point of Contact (SPOC) procedures. Background:

This is an annual application for Refunding of the Head Start and Early Head Start grants to include the mandated Cost of Living increase to all full-time and part-time staff and increased funds for permanent Quality Improvement (QI).
