Discussion and possible action to enter into a Construction Contract with JMJ Diaz Corporation d/b/a JMJ Constructors in the amount of Ten Million Six Hundred Ninety-Nine Thousand Three Hundred Sixty Five Dollars ($10,699,365.00) for improvements to the Rio Bravo Wastewater Treatment Facility with a substantial completion date of Seven Hundred Twenty Calendar Days from the Issuance of the “Notice to Proceed” and any other matters incident thereto; authorizing the County Judge to sign all relevant documents. [Account #2703-5205-001 (ARPA Project No. 1)]

Issue: Webb County Rio Bravo Waste Water Treatment Facility is in need of upgrades to improve operations, ensure regulatory compliance and meet future demand for capacity.

Solution: At its April 22, 2024 meeting, the Webb County Commissioners Court awarded Competitive Sealed Proposal (CSP) 2024-001 “ARPA Project No. 1-Rio Bravo Wastewater Treatment Facility Improvements” to JMC Contractors to undertake facility upgrades to the Rio Bravo Waste Water Treatment Facility.

Result: Upgrades will increase treatment plant capacity in order to meet future demands.

Background:

The Webb County Rio Bravo Wastewater Treatment Plant was constructed around 2004-2205 and isa four (4) basis sequencing bath rector (SBR) that treats raw sewage from almost entirely residential sources. Some of the improvements requested include but are not limited to: 1) Rehabilitation of the Sequencing Batch Reactors, Blower Building, Chloring Storage Building, Non-Portable Water System, and Belt Filter Press Building, 2) Construction of New Headworks and Aerated Sludge Holding Tank, and 3) Rehabilitation and addition of a plant wide SCADA system for monitoring and control of plant processes.
