Payout of CT for Sheriff's Collective Bargaining Members

Subject:
Discussion and possible action to approve payment of Compensatory Time for Twenty-Six (26) Webb County Sheriff Bargaining members in accordance with Article XIII (Special Benefits); Section C., of the Collective Bargaining Agreement for hours exceeding 480 in the amount of $71,069.49 to include base pay and fringe benefits contingent upon approval and verification by County Auditor and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. [Payroll Cost Accounts #001-2001-5001, 001-2060-5001 and corresponding fringe benefit accounts]

Issue:
 In accordance with the Collective Bargaining Agreement (CBA) all hours exceeding 480 for comp time earned must be paid out to Union members.  

Solution: Payout all hours over 480 to comply with Article XIII (Special Benefits); Section C of the CBA.

Result: Compliance with CBA and a reduction in Comp time hours earned by law enforcement personnel.
Background:
CT Payout is required in accordance with the Webb County Deputy Sheriff's Association under Article 13 (Special Benefits).  All hours over 480 are required to be paid out.  A Time Clock Plus report (Attached to Backup-Agenda quick) list the 26 Bargaining members to include their current CT balances, total hours over 480, average rate of pay, total base payout and detail on fringe benefits (F/B).  Total base salary expense is $56,855.29 and total with F/B is $71,069.49.
Previous Court Action:
Last CT payout approved on 9/22/15 in accordance with the Collective Bargaining Terms and Conditions.
