Discussion and possible action to approve the submission of a supplemental grant application as prepared and submitted by the Webb County Head Start and Early Head Start Program to the Department of Health and Human Services Administration for Children & Families for a Fiscal Year 2018 - 2019 Refunding grant in the amount of $274,511 (Federal) and $68,628 (Non Federal) for a Total Amount of $343,139 for a cost of living adjustment (COLA) of 3.0 percent to all Head Start and Early Head Start full-time and part-time employees; and authorizing the Webb County Judge to execute all relevant documents related to this grant; and other matters thereto. Furthermore, this grant does not require a cash match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Background:

The Consolidated Appropriations Act, 2018, contains an increase in the amount of $610 million to programs under the Head Start Act for Fiscal Year 2018. A portion of the increase provides a cost of living adjustment to all grantees.
