AT&T Cell Phone DIR Pricing and FirstNet Service

Discussion and possible action authorizing Webb County to enter into an agreement with AT&T for the cell phone services and data cards to Webb County pursuant to Sections 271.101 and 271.102, Texas Local Government Code, Cooperative Purchasing program DIR Agreement TSO-3420 at a monthly rate of $5,946.75 plus surcharges and other fees; and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto and subject to annual budgetary appropriation. The provision of these cell phone services will be a cost savings of approximately $1,576.74 per month, $18,920.88 annually for Webb County on 156 users. Webb County is currently paying approximately $7,523.49 plus surcharges and other fees for cell phone and data card service monthly. [Requested by Joe A. Issue: There is a need to update cell phone service plans for better rates and better service plans and for certain departments to have access to the FirstNet System.

Solution: Upgrading to AT&T DIR Pricing and combining plans to one combined plan, provides better cost options for the County.

Result: Obtaining DIR pricing for cell phones removes the County from costly “family” and high rate plans and provides access to the FirstNet System to certain authorized users.

Background:

Moving forward with the newest AT&T DIR rate plans on BAN 287251832088 (102 users) will start the $692.95 savings monthly, no changes other than the rate plans are needed.

Move all services to one FAN (Foundation Account Number) the FAN is the MASTER # for mobility, then separate the departments with their own BAN (Billing Account Number) under one FAN, easier management and procurement.

Separate FirstNet users – move First Responders to your FirstNet FAN below. PRIORTY SERVICE – nothing is required from the user or the device, just a plan change. These lines shall be upgraded on request by the department.

Port the DA’s Office (27 lines) to AT&T on GovPool 500 including FirstNet so that they get Priority service during states of emergency and provide savings of $821.94 per month.

Port Various County Departments (27 lines) to AT&T on GovPool 500 including FirstNet so that they get Priority service during states of emergency and provide savings of $61.85 per month.

AT&T Equipment Grid – Under DIR Webb County gets $100.00 off and AT&T has Free options for Smartphones, Hotspots and Aircards
