Allocation of Bond Funds Texas Certificates of Obligation Series 2013

Discussion and possible action to approve a disbursement request in the amount of $48,758.57 from Webb County to fund equipment purchases for Casa Blanca Golf Course, including but not limited to a new ProGator utility vehicle, a new equipment lift, a new sod cutter and a used walking greens mower. Any remaining funds after bids are obtained and purchase orders issued would be used for continued irrigation system repairs until the remaining funds are expended. The previous request for funds for an artificial tee on hole #4 are being withdrawn; and any other matters incident thereto. Issue: The golf course is in need of equipment for the golf course to continue to improve.
 
Solution: Allowing Touchstone Golf, as manager of the golf course, to use the disbursement to provide funding for the requested items.
 
Result:  It is anticipated that the remaining bond funds will be fully utilized with the acquisition of the equipment and continued irrigation repairs.
Background:
The following is an update on the remaining bond funds:
 
Previous requests have earmarked these funds for green sodding and other equipment needs which were updated with a June 1, 2019 communication to the Court.  After further review, we have now refined our needs to the following priorities and also wish to delete the Teeing Area for the 4th hole:
 
A brief discussion of the purpose of each is provided below:
1) ProGator.  This is an upgraded utility vehicle with hydraulic capability.  The vehicle will allow for heavier hauling such as sand, debris and can also pull a top dressing machine and even a fairway aerification unit.
2) Sod Cutter.  Now that the greens originally to be sodded are coming back, we still need the ability to periodically cut sod to replace worn or underperforming areas, not only on the greens but other parts of the golf course as well.  This is a fairly standard piece of golf course equipment.
3) Equipment Lift.  Requested previously, essential for the repair of equipment.  We have now ordered parts on approximately 10 pieces of equipment in need repair – now that the golf course has a mechanic, the overall cost of maintaining equipment properly will be less.
4) Walking Greens Mower.  Rough spots and newly sodded turf benefit from this piece of equipment which is available new.
5) Balance for Irrigation.  After Purchasing assists us with bidding the items that need to be bid, we recommend all remaining funds be earmarked for continued irrigation repair.  Items repaired will be done so such that they will be compatible with any overall irrigation system refurbishment.
