Subject:

Discussion and possible action to authorize the posting and filling of Slot No. 010-0102-2360 (Secretary) effective August 29, 2014, at the current budgeted amount of $25,168.00 annually ($12.10/hr.) subject to the availability of payroll funds, compliance with all applicable Civil Service Rules, personnel policies and adopted wage and classification guidelines. In accordance with the adopted wage and classification schedule, effective October 1, 2014. This position will have a title change to Permit Technician and funded at the entry level for Grade 10, Step A at $28,554.43 ($13.73/hr).

Background:

The former employee holding this position was terminated for cause in May, 2014. After exhaustion of all Civil Service procedures relating to said termination, the position is now eligible to fill subject to approval from the Commissioners Court as well as compliance with all applicable personnel rules, regulations and policies for the filling of positions.

This position performs an essential role in the department’s receipt and processing of all utility and development permit applications, receipt and deposit of department revenues, office reception, and other functions vital to public service and the operations of the department. While the delay in the filling of this position was necessary to comply with Civil Service Regulations, the vacancy in this position has caused an undue burden in office processes and public services particularly as it relates to the processing of utility applications. Therefore, we respectfully request the Commissioners Court’s support and authorization to fill this position as soon as possible.
