Discussion and possible action to approve a design-build construction contract by and between Webb County and Hydroworks, Inc., pursuant to award of RFQ 2017-002 "Botines Webb County Fire Station No. 3" in a total amount of $800,000.00 for Phases I & II of this project in accordance with the Texas Government Code; Section 2269.303 (Contracts for Building: Design Build). Phase I of the construction project in the sum of $625,000.00 shall be funded with proceeds available from current fiscal year 2017. Phase II of the project in the sum of $175,000.00 shall be funded with proceeds to be budgeted for in fiscal year 2018, and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. Issue: Bond Series 2013 allows for construction of new fire station. Two RFQ proposals were submitted within the required date & time.

Solution: Approve design-build construction contract between Webb County and Hydroworks, Inc. for construction of the new “Botines Webb County Fire Station No. 3, pursuant to prior award of RFQ 2017-002, “Botines Webb County Fire Station No. 3,.

Result: Constructing a new fire station on HWY 83 North will provide for faster response time to nearby communities.

Background:

Scope of Work:
Design and construct a single story fire station, approximately 4,500 square feet with the capacity to store up to four (4) emergency response vehicles with two (2) apparatus bays and a dormitory for up to ten (10) fire fighters. To include but not limited to a day room, training room, fitness room and bay support / maintenance areas. Scope of Services is subject to change and will be negotiated with selected qualified firm to determine what design options are feasible for Webb County based on project budget.

Project Location
A four (4) acre tract of land, out of Tract 38 out of Simeon Park, Phase II, recorded in Volume 32, Pages 88-89, Plat Records, Webb County, Texas, situated in Survey 1713, E.B. Ragsdale, Abstract 525 and Survey 737, R.T.CO. (See Exhibit “A”, Los Botines Area - HWY 83, Webb County/Laredo, Texas).

Previous Court Action:

Discussion and possible action to award RFQ 2017-002 "Botines Webb County Fire Station No. 3" to highest ranking design build firm for the design and construction of a new fire station to be located on HWY 83 North, in accordance with the Texas Local Government Code; Section 2269.303 (Contracts for Building: Design Build), and authorizing the County Judge to approve all relevant documents; and any other matters incident thereto.

Authorization to solicit formal RFQ for a Design Build procurement delivery method.
