Discussion and possible action to approve a non-financial Driver’s Education Services, and E-Driving Online enrollment support agreement between Webb County and Region One/E-Driving Course.com, LLC, d/b/a Driving Quest (hereinafter referred to as “Driving Quest”), to enable Webb County teens, students and adults to enroll online, and take the driving course required to obtain a valid Texas Driver’s License; and authorizing the Webb County Judge to sign any and all relevant documents and any other matters incident thereto. [Requested by Judge Roberto “Bobby” Quintana, Webb County Justice of the Peace Pct. 2 Place 1. - No Financial Impact]

Issue: From the period of 01/01/2019 to 01/25/2023, JP 2-1 has a total of 5,307 citations issued for driving without a driver’s license. Webb County has seen dramatic increase in the number of citations issued to young students and adults for Driving without a valid Texas Driver’s License. Texas Dept. of Licensing and Regulation has provided grant funding to Region One in order to provide Driver’s Education Services and E-Driving Online Courses at a reduced cost from traditional driving school Programs in order to combat this growing threat to the motoring public and overall public safety in Webb County. Region One as the Driver Education and E-Driving On-Line Services provider will use One-Time marketing initiatives to provide notice out to these individuals about the program and the reduced costs and possible time requirements that shall be paid for by Region One. Judge Quintana seeks permission and authority from the Commissioner’s Court to release names and address to Region One for a mass marketing mail out about this pilot program available to them.

Solution: Approve the execution of the agreement to enable students and adults to sign up for and pay and/or obtain financial support to take Driver’s Education Services, and E-Driving Online Courses with help and assistance from the staff from the Webb County Justice of the Peace Pct. 2, Place 1, Courthouse. The Court will be providing a designated computer/sign-up area for the Court approved students, defendants, participants and/or the general public to enroll in the Driver’s Education Courses as directed by Court Order, the Justice of the Peace or the Court as a required condition for the successful completion of probation, deferred adjudication, reduced fines, etc. assessed by the Court.

Result: Judge Quintana, being among the first Texas Justice of the Peace Courthouses in Texas to implement this pilot program to provide driver education services to our youth hopes to have a lasting and positive public impact on our community, reach our goal to increase driver and pedestrian safety in Webb County, Texas, and to have this pilot program implemented by other Justice of the
Peace Courts and Municipal Courts in the surrounding South Texas border areas. Webb County will hopefully see a dramatic increase in the number of students and adults who will be participating in these Driver’s Education Courses and obtain a valid Texas Driver’s License, and in return a dramatic reduction in the number of citations issued to young adults and adults for Driving without a valid Texas Driver’s License by Webb County and Laredo Law Enforcement Officers by approving the agreement and approve the mass mail out notice about this program in order to help us to kick start the program.
