Discussion and possible action to approve and ratify the Memorandum of Understanding with Norchem Drug Testing for Sixty (60) days beginning September 1, 2015.

Issue: Drug testing monitoring is a key component of the Sobriety Treatment Program.

Solution: Frequent and Alcohol and Drug testing is the most objective and efficient way to monitor abstinece and establish accountability.

Result: Alcohol and Drug testing is central to the drug court program.

Background:

This contract is from the grant application from the Texas Office of the Governor Criminal Justice Division Drug Court Grant Fund.

Previous Court Action:

Webb County Commissioners Court approved and authorized the establishment of a Drug Court Program in Webb County and designated the 406th Judicial District Court as one of the courts authorized to implement the program.
