Discussion and possible action to approve new water and wastewater rates as recommended by Consultant in their Rate Study providing for compliance with settlement agreement established by customers of the Webb County Rio Bravo Water Treatment Plant; and providing for funding of ten year Capital Improvement Plan along with the phased elimination of the General Fund Subsidy; and, providing for funding of a ten year operation forecast cost.
