Discussion and possible action to enter into a One (1) year (September 30, 2017 - September 29, 2018) Substance Abuse Treatment Services Operation Agreement between Webb County and People with Ideas of Love, Liberty, Acceptance, and Respect (P.I.L.L.A.R.) for the 406th Adult Drug Court Program at a cost of $6,179.00 per month, and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. [Requested by Margarita H. Garza, 406th Adult Drug Court Program Administrator; Account #2353-2040-001-432001 (Grant Funds)]

Issue: According to the National Association for Drug Court Professionals, Drug Courts provide access to a continuum of alcohol, drug, and Co-Occurring Psychiatric Treatment and Rehabilitative Services.

Solution: The Treatment Provider will provide Co-Occurring and Substance Abuse treatment services to all qualifying participants.

Result: Treatment services that address co-occurring psychiatric and substance abuse disorders are required to ensure the fidelity of the drug court models and remain in compliance with all grant requirements.

Background:

This contractual agreement is from the Substance Abuse and Mental Health Administration (SAMHSA) Grant No. TI026096-03.

Previous Court Action:

The Webb County Commissioner's Court approved and authorized the establishment of a Drug Court Program and designated the 406th District Court as one of the courts authorized to implement this program.
