Presentation by four (4) qualified firms submitting proposals for the Employee Classification and Wage Study for Webb County with discussion and possible action to award RFP # 2018-006 "Employee Classification and Wage Study" and to further authorize the Civil and Legal Department to negotiate the terms and conditions of the contract with the successful firm selected. [Requested by Commissioners Court]

Issue: Commissioners Court authorized the Purchasing Agent to solicit formal proposals from qualified firms to conduct an Employee Classification and Wage Study.

Solution: Interview four (4) firms that submitted proposals and select the most qualified firm to conduct the independent study.

Results: Study will provide Commissioners Court with an independent review of current job classification and wages paid to County employees and if the current wage plan needs to be adjusted to be more competitive with the current job force market.

Background:

On August 8th, 2018 at 3pm the Purchasing Agent closed RFP #

2018-006 "Employee Classification and Wage Study" and four firms

submitted proposals. They are as follows:

1. Evergreen Solutions, LLC

2. Segal Waters Consulting

3. Springsted Human Capital Advisors

4. Public Sector Personnel Consultants, Inc.

Previous Court Action:

Approval to solicit for formal proposals from qualified firms for a Employee Classification and Wage Study for Webb County employees.

Financial Impact:
County Staff at the direction of the Commissioner Court will negotiate the terms and conditions with the successful firm selected for this project. Once the contract terms and associated fees are negotiated, a final agenda item will be taken to Court for approval of contract and contract sum.
