Discussion and possible action to accept the Texas Indigent Defense Commission (TIDC) Improvement Grant #212-23-C17, for fiscal year 2022-2023, in the amount of $21,674.00, with a 40% county match of $8,669.00. The cash match was presented and approved during the budget hearing on 9/12/2022, and to authorize the Webb County Judge to sign all pertinent documents. This grant will be renewed for a possible 3rd year for FY 2023-2024 with a 60% county cash match. The necessary documents have been submitted for review to the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact procedures. Issue: Webb County has identified the need to hire weekend staff for the pre-trial services department to handle the front-end indigent defense process the magistrate hearings at the jail.

Solution: Pre-trial services will carry out judicial activities during the weekend magistrate process in accordance to state legislative rules, local rules and guidelines in reference to indigent defense.

Result: Our goal is to have an efficient and effective indigent defense process at the front-end of the criminal justice proceedings during the week. This will provide indigent offenders qualified attorneys to represent them in accordance with stat legislative and local rules.

Background:

Webb County applied for this multi-year grant during FY 2021-2022, and it was awarded. We will continue to apply for this grant through 2023-2024.

Previous Court Action:

Webb County approved to accept said grant.

Financial Impact:
