Let it be remembered that regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 8th day of January 2015. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

Judge Tijerina read into the record a letter from 341st District Court Judge Rebecca Palomo, Webb County Auditor's Board of District Judges stating that on Wednesday, January 7, 2015 Leo Flores was appointed as the Webb County Auditor for a two year term beginning January 7, 2015 to January 6, 2017.

4. Approval of Bills, Payroll, and Monthly Report

County Auditor, Mr. Leo Flores presented the monthly report for December 2014.

County Treasurer's Office, Mr. Cesar Guerra presented the checks, side bills, ratification of payroll for January 2, ratification of a check for $2,989.20 for Orlando Chapa for travel for the Webb County Attorney's Office, ratification of a check for $25,948.15 for Azar Construction for the Engineering Department, 2 (two) payments for $514,234.38 and $516,216.24 for the Sheriff's Department - CCA to be approved.

5. Communications

Cmr. Canales welcomed everyone present and wished everybody a Happy New Year. He sent his heartfelt condolences to the family of Catalina Hurtado, Irene Puig, Robert Valdez, Cecilio "Chilo" Cruz, Sr., Rodolfo "Jolly" Ramirez, Maria Elizabeth Layton, Angelica Moreno, and Juan Manuel Camacho. Cmr. Canales congratulated three seniors who graduated from UISD for signing letters of intent to play college ball, Bernardo Martinez, Pamela Rosas, and Jose Luis Castro. He congratulated the Historical Commission for placing a historical marker on Las Minas marker. Cmr. Canales congratulated Roseanne Palacios for being named vice president for the Institutional Advancement at Texas A&M International University. Lastly, he wished the Commissioners Court a great year.

Cmr. Galo wished everyone a Happy New Year. He thanked everybody who made this holiday season special to those in need with their donations. Cmr. Galo congratulated all elected officials who were sworn in on January 1, 2015. He congratulated Roque and Cookie Vela on their 50th Wedding Anniversary. Cmr. Galo congratulated the Lady Bulldogs Swim Team on their 3rd place award. He congratulated Middle School and High School students for competing in the 5th Annual Inspiration for Recognition of Science and Technology. Cmr. Galo congratulated the Society of Martha Washington for naming six patriot scholars who will participate in a leadership emergent experience of Washington D.C. He congratulated Olga Elizondo for being named new commissioner for Zapata. Cmr. Galo sent out his heartfelt condolences to all those who have lost family and friends over the holiday season especially; the Diana Canavati Jacaman Family, Alberto Trevino Family, and Gerardo Gonzalez, Sr. Family.

Cmr. Tijerina wished everyone a Happy New Year and welcomed Judge Tijerina to the Commissioners Court. She congratulated all newly elected and re-elected County Officials including the City Council Members and L.C.C. Board of Trustees. Cmr. Tijerina congratulated Henry Cuellar for being re-elected to his 6th term as House of Representative for the 28th District. She congratulated Mr. Leo Flores for his re-appointment. Cmr. Tijerina congratulated Larga Vista Community Center Director, Mr. Greg Araiza and staff for distributing 370 toys for the children of Highway 359 and blankets for the elderly. She announced that the Larga Vista Community Center will become an offsite location for the Laredo Community College Adult Education and Literacy Program. Cmr. Tijerina congratulated everyone who collaborated with the Juvenile Village Phase III Drug Rehabilitation Center. She congratulated Manuel "Manolo" Sanchez, Chairman and CEO of BBVA for receiving the Paul Harris Fellowship from the Gateway Rotary Club. Cmr. Tijerina welcomed the representative present from the Society of Martha Washington, WBCA, and Jamboozie members. She congratulated Roseanne Palacios for being named vice president of the Students for TAMIU. Cmr. Tijerina congratulated Roque and Cookie Vela on their anniversary. She sent her heartfelt condolences to the families of Mario Alberto Garza, Josefina Alexander Gonzalez, Officer Ray Pena, Diana Canavati Jacaman, Pedro Palacios, Juan Meza, Gloria Jean Farmer, and Juan Manuel Camacho.

Cmr. Sciaraffa welcome everyone present and welcomed Judge Tijerina to the Commissioners Court. He congratulated Mr. Leo Flores on his recent to two year appointment as County Auditor. Cmr. Sciaraffa welcomed the WBCA Committee. He congratulated County Engineer, Mr. Luis Perez Garcia and his staff for a job well done.

Judge Tijerina wished everyone a Happy New Year. He wished the newly elected officials and re-elected officials on their swear in ceremonies. Judge Tijerina wished his son a Happy 14th Birthday. Judge Tijerina stated that the County Judge's Office will be practicing an open door policy and is honored and looking forward to working with all elected officials and department heads. He congratulated LMA for celebrating their 30th Anniversary. Judge Tijerina stated that he will be participating in a conference for Texas A&M Transportation Institute. He congratulated the Texas A&M International University College of Nursing and Health Sciences, Dr. F. M. Canseco, and School of Nursing Students on an outstanding job done on securing the top price for the recent TAMIU Services Learning Expo 2014. Judge Tijerina congratulated the County Auditor on his recent two year appointment. He congratulated Laredo City Mayor Pete Saenz and Nuevo Laredo Mayor Presidente Carlos Cantu Rosas on the press conference held at City Hall regarding the announcement of the plans for the Sister Cities 2015. Judge Tijerina congratulated Laredo Chamber of Commerce for their 100th Anniversary Celebration. He congratulated Ms. Andrea Arellano, executive secretary for Cmr. Tijerina, on her 20th anniversary with Webb County. Judge Tijerina sent his heartfelt condolences to the families of Jose Antonio "Gordo" Moran and Victor Rendon's father.

Judge Tijerina invited Crimestoppers President, Estela Quintania, Vice President, Sonia Lara, and all board members to approach the podium. Judge Tijerina read a proclamation naming the month of January 2015 as "Laredo Crimestoppers Month".
             
6. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

On behalf of the Washington's Birthday Celebration Association, President, Ms. Veronica Castillon formally invited  the Commissioners Court to join the 118th celebration commencing Thursday, January 22 and ending on Monday, February 23, 2015. Present were Joseph Castellano, Eddie Villarreal, Jeff Puig, Jay Puig, Patty Guajardo, Selina Alvarado, Nino Cardenas, and Jorge Quijano.

AI-2276  Discussion and possible action to adopt by Resolution and Order an amendment to Webb County’s 2015 State Legislative Agenda to include a request for support of legislative initiatives to eliminate abuses of the “Dealer’s Heavy Equipment Inventory; Value” promulgated by Section 23.1241, Tax Code to ensure such exceptions are constitutional, equitable, and do not result in undue burdens to local property taxpayers nor local governments whose budgets are primarily restricted to property tax revenue streams.

County Attorney's Office, Ms. Molly Higgins Santos was present to address the Commissioners Court on item #71. Ms. Higgins Santos recommended that the Commissioners Court follow the advise of outside counsel and approve his recommendations; take remedial action and remove Sara Davila by transferring her to another department not under the direct supervision of Commissioner Frank Sciaraffa.

Cmr. Galo stated that he was not part of Executive Session on item #71.
