Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 23rd day of January 2015. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

County Treasurer, Ms. Delia Perales presented the bills as of January 26, recap of checks, ratification of checks (4) for travel for Judge Pepe Salinas in the amount of $745.65, and ratification of payroll for payday dating January 16 pending approval.

5. Communications

Cmr. Galo stated that January is National Blood Donor Month and encouraged everyone to donate. He thanked everyone who helped, volunteered, and participated at the Menudo Bowl. Cmr. Galo congratulated Sheriff Martin Cuellar for presenting a check for $10,000 to the Crime stoppers. He congratulated newly named Parade Marshals Mr. and Mrs. Leonard Martin for the Anheuser Busch Parade and Dr. Marcus Nelson for the Youth Parade. Cmr. Galo congratulated WBCA and everyone involved in making the Abrazo Child event a great success. He congratulated all the children involved; Valeria Montemayor, John Roman, Alexandra Carriedo, and Franco Garza Carmona. Cmr. Galo congratulated Alexander High School Senior, Edward Trevino for becoming eligible to compete in the National Pole Vault Summit in Reno, Nevada. He congratulated Ruthe B. Cowl on the ribbon cutting ceremony for the Kids Zone. Cmr. Galo reminded everyone that the Taste of Laredo will be held on February 5 at the LEA. He reminded everyone that UISD High Schools will be offering tax services free of charge to all low to moderate income families from 4:30 to 6:30 every Tuesday and Thursday starting January 20 through April 14. Cmr. Galo congratulated Judge Oscar Hale and Judge Rebecca Palomo for the 1st Veterans Rehabilitation Program Graduation and the ten graduates who completed the program. He congratulated the United High School Cheerleaders for placing 1st at the UCA Texas State Championship and the United South High School Cheerleaders on their title as the 2015 National Champs. Cmr. Galo sent out his condolences to the family of Gene Walker, Sr., Carlos Rubio, Justin Lara, Juan Francisco Medellin, Edward Pena, Sergio Veyro, Felipe Martinez, Ernesto Ramos, Joe Arciniega, Juanita Ramirez, Alberto Rubio, Elizabeth Ashley O'Bryant Rodriguez, and Ed and Sunny Vela.

Cmr. Canales congratulated the Laredo Crime Stoppers for hosting the 20th Annual Menudo Bowl and congratulated all the participants and volunteers. He congratulated the veterans who completing the 1st Veterans Treatment Program Graduation and congratulated both Judge Oscar Hale and Judge Rebecca Palomo. Cmr. Canales congratulated Nixon High School Senior, Anissa Rodriguez for being named Grand Champion of the LISD Secondary Science Fair. He congratulated WBCA on their ribbon cutting ceremony of the 118th Washington's Birthday Celebration. Cmr. Canales congratulated all the athletes who participated in the Fight Fest and Leopoldo Martinez, Jr. for winning. He congratulated Lamar Middle School Social Studies Teacher, Maribel Urbina for being the Congressman's personal guest at the State of the Union Address in Washington, D.C. Cmr. Canales sent out his heartfelt condolences to the family Justin Lara, Juan Francisco Medellin, Edward Pena, Carlos Rubio, Sergio Javier Veyro, Carlos Chavez, Anselmo Trevino, Sr., Joe Edward Arciniega, Sr., and Andres Moncivais, Jr.

Cmr. Tijerina welcomed everyone present. She congratulated Sheriff Martin Cuellar and the Webb County Sheriff's Department for the unveiling of the Facial Recognition Program. Cmr. Tijerina congratulated Judge Oscar Hale and Judge Beckie Palomo on the 1st Veterans Drug Treatment Program Graduation. She congratulated the Laredo Crime Stoppers on a very successful Menudo Bowl and Cmr. Galo for placing 1st on the people's choice. Cmr. Tijerina congratulated the Laredo Chamber of Commerce on their 100th Anniversary. She congratulated the Washington's Birthday Celebration Association on their 118th celebration. Cmr. Tijerina invited everyone to the Streets of Laredo Jamboozie Festival this Saturday. She sent out her heartfelt condolences to the family of Justin Lara, Jose Francisco Medellin, Edward Pena, Carlos Rubio, Sergio Javier Veyro, Gene Walker, Hector Felipe Martinez, Margarita Garcia, and Elizabeth Ashley O'Bryant Rodriguez. Cmr. Tijerina congratulated the United High School and United South High School Cheerleaders on their great events.

Cmr. Sciaraffa welcomed everyone present especially the Border Area Nutrition Council Staff.

Judge Tijerina congratulated the newly appointed Webb County Democratic Party Chair, Albert Torres. He congratulated the Laredo Crime Stoppers on their 20th Annual Menudo Bowl. Judge Tijerina congratulated the Ruthe B. Cowl Rehabilitation Center for inaugurating their new Kids Zone. He congratulated the Webb County Sheriff's Department for their Facial Recognition Program. Judge Tijerina congratulated Jorge Santana, Alfredo Gutierrez, Jr., Frank Gonzalez, Eva Hernandez, and Juan Ruiz for being named new Historical Commissioners. He congratulated the LMA for celebrating their 30th Anniversary. Judge Tijerina congratulated Dr. Marcus Nelson and Mr. Leonard Martin for being named 2015 Parade Marshals. He congratulated Nixon High School Senior, Anissa Rodriguez for representing LISD as a finalist in the Intel International Science and Engineering Fair in Pittsburgh, Pennsylvania. Judge Tijerina thanked 406th District Court Judge Oscar Hale and 341st District Court Judge Beckie Palomo for initiating the Veterans Drug Treatment Program. He sent out his heartfelt condolences to the family of the five oil field workers, the Felipe Martinez Family, and the Gene Walker Family.

AI-2342  Discussion and possible action to authorize the County Attorney’s office to enter into a Memorandum of Understanding or Inter Local Agreement between Webb County and Webb Consolidated Independent School District (WCISD) for the construction of a community and educational training building located in or around Bruni, Texas, to be paid from funds contributed by Whitetail Wind Energy to the County in the amount of $300,000 for this purpose.  Webb County will assist WCISD by administering the funding for this project and will provide oversight necessary to ensure that the available funds are used for this specific project.  [Co-Sponsored by Tano E.
