Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Danny Valdez,                                        County Judge
Linda R. Ramirez,                                   Commissioner, Pct. 1
Rosaura "Wawi" Tijerina,                        Commissioner, Pct. 2
John C. Galo,                                          Commissioner, Pct. 3

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 30th day of  September 2014. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
 
             
CALL TO ORDER BY THE HONORABLE DANNY VALDEZ, WEBB COUNTY JUDGE
             
1. Roll Call by Mrs. Lucina D. Perez, Chief Deputy on behalf of the Honorable Margie Ramirez-Ibarra, Webb County Clerk
  Motion by County Judge Danny Valdez, seconded by Commissioner, Pct. 3 John C. Galo to excuse Cmr. Canales
  Vote: 5 - 0 Motion Carried
  Commissioners Court Executive Administrator, Mr. Leroy Medford stated that when scheduling a date for this meeting, Cmr. Canales had mentioned before hand that he would not be available.

4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

Mr. Lopez asked the Commissioners Court to not award the contract on item #6 to Mr. Javier Montemayor. He also spoke against item #7.

AI-1902  Discussion and possible action to authorize the county attorney’s office to enter into negotiations with the Texas Parks and Wildlife Department to amend the current lease agreement in place for the Casa Blanca park to remove the proposed property to be utilized for the future site of the county Fire and EMS department; and any other matters incident thereto.

AI-1897  Discussion and possible action to the authorize the payment of Invoice #12710 in the amount of $2,766.95 to Allison, Bass & Magee, LLP, for professional services rendered to Webb County regarding legal questions concerning the final adoption of the county auditor’s departmental budget; and any other matters incident thereto. [Requested by Leroy Medford, Executive Administrator]

Commissioners Court Executive Administrator, Mr. Leroy Medford was present to address the Commissioners Court on item #7.
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to approve item #7 and to add them on a retainer

8. AI-1899  Discussion and possible action to authorize the use of county property by the U.S. Department of Agriculture (USDA) for Animal Inspection Services (tick eradication); the county is legally obligated to provide assistance to USDA for this service. The property is located at 7209 E. Saunders St. comprising the northeastern portion of Lot 2, Block 1, Webb County Complex Subdivision (being the County Agriculture Complex plat recorded in Vol. 16, Pg. 83, Webb County Plat Records and is further depicted on a map attached in the agenda back-up).  This will be used jointly with the County Extension office. County staff will be responsible in assisting USDA in preparing the property site for its intended use. [Requested by Leroy Medford, Executive Administrator]

Commissioners Court Executive Administrator, Mr. Leroy Medford and Planning Director, Ms. Rhonda Tiffin were both present to address the Commissioners Court on item #8.
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to allow Mr. Medford to workout the details and make sure the USDA and the City Extension Office have ample access and throw in a Resolution for the Extension Office needed to hire the 4H Officer that they need

6. AI-1859  Presentation from Five (5) responders to Request for Qualifications 2014-007 "Delinquent Tax Collection Attorney” with discussion and possible action to select a responder for RFQ 2014-007; and any other matters incident thereto.

The Commissioners Court heard presentations and interviewed the five (5) responders for the Request for Qualifications 2014-007 "Delinquent Tax Collection Attorney" in the order as follows:

  Motion by County Judge Danny Valdez, seconded by Commissioner, Pct. 3 John C. Galo to allow the County Attorney's Office to negotiate the terms of the contract and provide for presentation of final approval of Commissioners Court
  Vote: 4 - 0 Motion Carried
