Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 24th day of October 2014. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

County Treasurer's Office, Mr. Cesar Guerra presented the checks, side bills, ratification of payroll dated October 24 to be approved.

  Mr. Guerra mentioned that County Treasurer, Ms. Delia Perales wished to obtain guidance from the Commissioners Court in regards to a General Order received by the Auditor's Office on Friday. Mr. Guerra stated that the Order had an increase of $5,000.

5. Communications

Cmr. Ramirez reminded everyone that early voting October 31 and that Election Day is Tuesday, November 4 and encouraged everyone to exercise their right to vote. She congratulated the Young Women’s Commission and the Laredo Commission for Women for inducting nine new girls to represent our area high schools. Cmr. Ramirez congratulated County Veterans Officer, Mr. David Garza who was awarded the Annual Veterans County Service Officer Appreciation Award by the Texas Veterans Commission. She thanked the Texas A&M Colonias Program, her staff, and everyone else who participated on the blanket drive program this past weekend. Cmr. Ramirez congratulated the new Interim J.P. Melissa Joey Garcia. She wished everyone a safe and Happy Halloween and invited all residents to attend all their Halloween parties at the Pct. 1 Community Centers. Cmr. Ramirez mentioned that the Department of State Health Services would be hosting a flu clinic at the Rio Bravo Community Center on October 28 at 10 a.m. to 2 p.m. and at the El Cenizo Community Center on November 6 at 10 a.m. to 2 p.m.

Cmr. Tijerina congratulated Ms. Melissa Jo Hinojosa Garcia on her appointment for Interim Justice of the Peace for Pct. 2. She congratulated PILLAR for a very successful anti-bullying event. Cmr. Tijerina reminded everyone that General Election Day was on November 4 and encouraged to exercise their right to vote. She invited everyone to attend the 5th Annual Environmental Summit on Thursday, November 6, 2014 to be held on the TAMIU Center from 9 a.m. to 2 p.m. Cmr. Tijerina reminded everyone of the H-E-B Feast of Sharing event to be held on Saturday, November 8 at 11 a.m. at the Laredo Energy Arena. She congratulated Cmr. Linda Ramirez and the Laredo Commission for Women on the Young Women Induction Ceremony. Cmr. Tijerina congratulated Mr. Rogelio Trevino, Executive Director for the Workforce Solutions for South Texas on being named recipient of the 1st Annual Impact Court of the Laredo Community College Economic Development Center. She congratulated Dr. Monica Ramirez and Mr. Oscar Hale, Sr. for being named recipients of the 2014 Future of Texas Award by State Representative Richard Raymond. Cmr. Tijerina mentioned that the Larga Vista and Bruni Community Center in collaboration with the Texas A&M Colonias Program and Wal-Mart had a very successful blanket drive this past Saturday. She congratulated Mr. David Garza for being honored by the veterans on his prestigious award. Cmr. Tijerina mentioned that beginning next Monday, November 3, the Larga Vista Community Center will be registering children from their area between the ages of 2 to 13 for the Annual Toy Giveaway. She sent her heartfelt condolences to the family of Jose Antonio De Leon.

Cmr. Galo congratulated the Laredo Food Bank on a job well done on hosting their 32nd Annual Rice and Beans Luncheon in observance of World Food Day. He congratulated UISD along with the Laredo Police Department on the announcement of their annual fundraiser Jail and Bail Toy Drive. Cmr. Galo congratulated United High School Senior Isidro “Chilo” Alaniz, Jr. on the best play of his career. He congratulated the United Day 4th Grade Flag Football Team and all parents for being their during their successful football run. Cmr. Galo thanked the Volunteer Clean Up on the Rio Trail for the 20th Annual Dia del Rio. He congratulated Casa Yoga for having a very successful Seats of Change Festival. Cmr. Galo wished a Happy belated 100th Birthday to Aurora Valdez Chamberlain. He congratulated the Alexander High School Swim Team. Cmr. Galo congratulated Manuel “Manolo” Sanchez for being named recipient of the 2014 Paul Harris Award. He congratulated Linda Greemer for newly elected Junior Achievement president for South Texas. Cmr. Galo reminded everyone to have a safe and Happy Halloween. He mentioned that the Santa Teresita Community Center would be hosting their Halloween Party on Wednesday, October 29. He sent out his heartfelt condolences to the family of Jose Antonio De Leon and Irma Cortez.

Cmr. Canales sent his heartfelt condolences to the family of Antonio Alonso Martinez, Trinidad De La Cruz, Catalina Villarreal, Juan Antonio Luis Gonzalez, and J.A. De Leon. He congratulated all principals on National Principal’s Month. Cmr. Canales recognized National Dyslexia Month. He mentioned that Cigarroa Middle School hosted a Pink Out Day in supported of Breast Cancer Awareness Month. Cmr. Canales reminded everyone of the UIL Marching Band Competition that took place on October 18. He congratulated Nixon High School for hosting Fiesta Family Reading Night. Cmr. Canales congratulated the Next Generation Rotary Club and everyone who helped on the new playground at the Anita T. Dovalina Elementary School. He congratulated UISD on their Jail and Bail Toy Drive. Cmr. Canales mentioned that it was National Anti-Bullying Awareness Month. He congratulated all the 8th Graders of the Month for September. Cmr. Canales mentioned that the Sisters of Mercy presented the Band of Sisters at the TAMIU Center for Fine Arts. He congratulated Manuel “Manolo” Sanchez for being named recipient of the 2014 Paul Harris Award. Cmr. Canales congratulated Joe Moreno, librarian with Luciano Guajardo Historical Collection at the Laredo Public Library on his retirement after 34 years of service. Rudy Flores United High School , State Champion United States National Champion and now the World Champion on the 120 kilograms weight class. Congratulated UISD and LISD National School Bus Safety Week.

Judge Valdez congratulated Juan Baldivia, Martin High School for being named the Pro 8 News Academy Sports and Outdoors Player of the Week. He congratulated Martin High School student Stephany Rico for being named the 2014 Female Athlete of the Year Special Education Area 21 Olympics. Judge Valdez congratulated Manuel “Manolo” Sanchez for being named recipient of the 2014 Paul Harris Award. He encouraged everyone to go out and exercise their right to vote.

Judge Valdez thanked and congratulated Cmr. Linda Ramirez for the great work she’s done in Precinct 1. The Commissioners Court presented a plaque in recognition of her leadership in Precinct 1.
             
6. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

Director of the City of Laredo Health Department, Dr. Hector Gonzalez, and Fire Department and Emergency Operations Coordinator, Chief Steve Landin were both present to deliver presentation to the Commissioners Court regarding the Public Health Emergency Preparedness and Health Care Preparedness response to current emergent infectioud diseases.
