Issue: The Webb County Youth Village building requires the presence of certified peace officers in and about their facility to assist with safety, law enforcement, and other issues relating to the well-being of the children, occupants, residents and visitors. On October 7, 2015, the Webb County Juvenile Board approved an MOU between Webb County Juvenile Board and Webb County Constable Pct. 1, to provide security at the Juvenile Department in exchange for a total of $56,500 to the Constable Pct. 1 budget.
Solution: Security services are essential to the safety and well-being of staff, residents, students and general public.
Result: Transferring funds will ensure that there would be proper security for the Webb County Youth Village.

Issue: Due to damages sustained by the Probation/Sheriff Boxing Gym building located at 3802 S. Zapata HWY, the Sheriff's athletics division was relocated temporarily to the above mentioned location under a lease rental agreement with Mr. Gonzalez. Initial term was for one (1) year ending March 2014. Subsequent to that the lease agreement was extended for one more year ending March 2015.
Solution: The estimated time of completion for renovations is projected by end of November 2015. Since renovations are nearing completion it would not be favorable to Webb County to renew lease agreement for another year or any other term that would exceed the estimated time of completion.
Result: Therefore, exercising the HOLDING OVER clause would provide a month to month rental payment without any financial commitments beyond the vacancy of this leased property.

Issue: An Upgrade is available for Time Clock Plus which includes enhancement in software and hardware that will be beneficial for Webb County. Also, Time Clock Plus will be customizing the hours upload process to reduce manual work at the Treasury department.
Solution: the solution will be to purchase upgrade in order to keep up with the new Time Clock Plus enhancements which include top of the line desktop biometric scanners that are more sensitive and reliable. Enhancements will include modules to better track federal affordable care act (ACA) requirements.
Result: Accepting Time Clock Plus upgrade will be beneficial to Webb County department heads and elected officials in monitoring staff hours and report capabilities. Also upload Enhancements will stream line payroll process and thus produce saving to Webb County.

Cmr. Canales stated that the Veterans Transportation Program is working out smoothly. He thanked the Fernando Salinas Community Center, Fred and Anita Community Center, and office staff.
Cmr. Galo congratulated Cmr. Canales on a good job. He thanked Fire Chief Rick Rangel and all of his department for assisting in the fire accident that occurred in a ranch. Cmr. Galo thanked all the United Day School parents athletes that participated in the flag football games. He congratulated Webb County Judge Tano Tijerina and 111th District Court Judge Monica Notzon for participating as El Rey and Reyna del Sol. Cmr. Galo congratulated Mary Lamar Leyendecker for being honored with an endowment made by her son Cliff Killam for the children of Police Officers who will be able to receive scholarships to attend TAMIU. He congratulated SCAN for opening their new facility. Cmr. Galo congratulated Judge Selina Mireles for being sworn in as the new Associate Judge of the 4th and 5th Administrative Judicial Regions Cluster Court. He congratulated Mr. Mario Martinez for being named as the new Border Patrol Chief. Cmr. Galo sent out his heartfelt condolences to the family of John Edward Fitzgibbon, Jesus Flores, Jr., Oscar Luis Cabello, Alberto Daniel Martinez, and Alex Gutierrez on the loss of his grandmother.
Cmr. Tijerina congratulated Mr. Greg Araiza and all the staff at the Larga Vista Community Center for partnering up with La Raza radio station and giving out Halloween costumes to the children of Hwy 359. She mentioned that the Larga Vista Community Center would be hosting their Annual Haunted House on October 28 -30 from 4:30 - 6:00 p.m. Cmr. Tijerina congratulated The Vista volunteers on their 50th Anniversary. She congratulated Judge Selina Mireles for being appointed as Associated Judge for the Cluster Court. Cmr. Tijerina congratulated new Chief Border Patrol Mr. Mario Martinez for being named Chief of the Laredo Sector. She congratulated all those who were named Tejano Achievers. Cmr. Tijerina congratulated Webb County Judge Tano Tijerina and 111th District Court Judge Monica Notzon for being named El Rey and Reyna del Sol. She congratulated Mary Lamar Leyendecker. Cmr. Tijerina sent out her heartfelt condolences to the family of Jesus Flores, Vio Pedraza, Jose Pedro Rodriguez, John Edward Fitzgibbon, Oscar Luis Cabello, Alberto Martinez, and Alex Gutierrez on the loss of his grandmother.
Judge Tijerina thanked Sol, Streets of Laredo, and 111th District Court Judge Monica Notzon for such a memorable event. He thanked the United High School Volleyball Team for remaining undefeated.
