Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 11:00 a.m. at the regular meeting place with the following members present to wit:

John C. Galo,                                      Commissioner, Pct. 3
Jaime Alberto Canales,                       Commissioner, Pct. 4

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 13th day of October 2017. Present also were Ms. Kassandra L. Cavazos, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
             
CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE
             
1. Roll Call by Honorable Margie Ramirez-Ibarra, Webb County Clerk
  Roll Call by Ms. Lupita De Los Reyes, Senior Accountant on behalf of the Honorable Margie Ramirez Ibarra, Webb County Clerk.
             
2. Pledge of Allegiance
             
3. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.
  No one signed up for Public Comment. 
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by County Judge Tano E. Tijerina to bring up item #6
  Vote: 5 - 0 Motion Carried
             
COURT TO DISCUSS AND ACT ON THE FOLLOWING:

6. AI-6639  Discussion and possible action to clarify the alternative proposals for the veterans museum project; and any other matters incident thereto.
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to remove the Montemayor house as an option 
  Vote: 5 - 0 Motion Carried
  Motion by Commissioner, Pct. 4 Jaime Alberto Canales, seconded by County Judge Tano E. Tijerina if they are to invest in the museum that it not be part of where all the complaints are being made about that area of land that the city is proposing, not to consider any sites that affect the economy or the environment in a negative way, and not to transfer any monies to any of those sites

Cmr. Canales withdrew his motion.
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 3 John C. Galo to continue allocating $500,000.00 for a mutually agreed site for a veteran museum
  Vote: 5 - 0 Motion Carried
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 3 John C. Galo to approve the amendment of $500,000.00 as the cap amount
  Vote: 5 - 0 Motion Carried

4. AI-6633  Approval of payroll and accounts payable; and any other matters incident thereto.
  County Treasurer, Ms. Delia Perales presented the Recap of Checks, and Ratification of Checks. 
  Motion by Commissioner, Pct. 4 Jaime Alberto Canales, seconded by County Judge Tano E. Tijerina

5. AI-6640  Discussion and possible action to allocate office space for the Webb County Commissioners Court Civil/Legal Division; and any other matters incident thereto.  [Requested by Commissioners Court Civil/Legal Division]

Economic Development
             
8. AI-6641  Discussion and possible action to approve the posting and filling of the following Slot, subject to the availability of payroll funds and any applicable Civil Service guidelines, effective October 18, 2017:

2804 Senior Grant Writer $40,346.66 -17/A-E

Issue: The employee that was in slot #2804 was transferred/promoted to slot #15.

Solution: Request to fill this vacant slot will allow the department to continue to operate effectively.

Result: The filling of slot #2804 will allow the department to run on a full staff if the court grants approval.
  Motion by Commissioner, Pct. 1 Jesse Gonzalez, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to have item #8 to go to the policy committee
  Vote: 5 - 0 Motion Carried
             
Fire & EMS
             
9. AI-6659  Discussion and possible action to authorize a longevity pay increase for fire and EMS personnel in accordance with the fiscal year 2017-2018 Webb County Budget adopted on September 25, 2017 by the Webb Commissioner’s Court; and any other matters incident thereto. This requested action is at the discretion of the department head and in compliance with the step increase enacted by the county wage and pay policy. Amounts correspond to those included in adopted department budget and corresponding Personnel General Order.
 
Issue: In order to meet budgetary transparency and utilize appropriated funds for the pay of fire and EMS personnel.

Solution: Allow department head to utilize funding at his discrepancy to provide departments fire and EMS personnel longevity pay increases.

Result: Fully utilize already approved FY 2017-2018 department budget funding.
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 3 John C. Galo to work within his monies and his part time budget

7. AI-6624  Discussion and possible action to conduct interviews for the Webb County Community Action Agency Director position, and to select from a list of qualified applicants; select the candidate, set the salary; and any other matters incident thereto. (Contingent on successful employment process). [Executive Session may be requested pursuant to Texas Government Code, Title 5, Subchapter D, Section 551.071 (A)(B) (Consultation with Attorney) and Section 551.075 (Personnel Matters)]
 
  The Commissioners Court interviewed the candidates for the Webb County Community Action Agency Director position in the order as follows:

1) Javier Ramirez
2) Roxanne Vedia
  Vote: 5 - 0 Motion Carried
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 1 Jesse Gonzalez to hire Mr. Ramirez
  Vote: 5 - 0 Motion Carried
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by County Judge Tano E. Tijerina to start Mr. Ramirez at a 24A and have him start as quickly as possible subject to pre-employment
  Vote: 5 - 0 Motion Carried
