Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 24th day of October 2017. Present also were Ms. Kassandra L. Cavazos, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

3. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

4. AI-6704  Clarification  of Commissioners Court action regarding the filling of all Eighteen (18) employee slots that were part of the Voluntary Separation Plan; with discussion and possible action to delay the filing of these slots until either all accruals and incentive pay is recuperated from within department payroll funds this fiscal year; action may include re-allocating or transferring payroll funds from employee slots to a contingency line item until such time as funds are recovered; and any other matters incident thereto.

5. AI-6705  Discussion and possible action to approve the posting and filling of the following Slot, subject to the availability of payroll funds and any applicable Civil Service guidelines, effective 10/27/2017.

8. AI-6708  Discussion and possible action to accept a donation from Howland Engineering in the amount of Two Hundred Dollars ($200.00) for the Santa Teresita Community Center to be used for the departments Goods for Public Events account; and any other matters incident thereto.

Risk Management
             
6. AI-6703  Discussion and possible action to approve plan design changes to the Webb County Employee Health Plan for Plan Year 2018; and any other matters incident thereto

Issue: The plan design that currently governs the County’s health insurance benefits is outdated and has significantly contributed to the ever increasing deficits in the County’s self-insured health fund. Changes in benefits to match current trends in the health insurance industry are needed to help the County remain within the budgeted amounts for the health plan.
 
Solution: Review the current plan and make the necessary changes to the plan to update the plan to current industry standards.
 
Result: By making changes to the plan, the County will reduce deficits in the fund and stay within amounts budgeted for the self-insured health plan.
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 1 Jesse Gonzalez to approve item #6 as is except for those changes and to adopt these but change the lower plan to the 6 and 12 for the out of pocket, to change the deductible from $2,000 to $1,500, imaging subject to co-insurance

7. AI-6706  Discussion and possible action to continue administering the Silver Choice program in conjunction with Texas Associations of Counties (TAC) and authorizing the County Judge to sign any relevant documents; and any matters incident thereto. There is no impact to the general fund or any other County fund.
 
Issue: Webb County presently acts as the administrator for the Silver Choice Program with TAC for those retirees receiving coverage through the program.  There is no cost to the County and the Risk Office merely drafts the premiums from the Silver Choice retirees’ accounts and forwards the premiums to TAC.  This plan year the retirees will be paying the full premium without any contribution from the County. 
 
Solution: Continue administering the program for the Silver Choice retirees for Plan year 2018 and sign the agreement with TAC.
 
Result: The coverage for those Silver Choice retirees who choose to remain in the program will continue without interruption.
