Commissioners Court Special Meeting

Monday, October 16, 2023 at 1:00 PM

 
Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:
 
Tano E. Tijerina, County Judge
Jesse Gonzalez,     Commissioner, Pct. 1
Rosaura "Wawi" Tijerina,   Commissioner, Pct. 2
John C. Galo, Commissioner, Pct. 3
Ricardo A. Jaime, Commissioner, Pct. 4

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 12th day of October 2023. Present also were Ms. Amber Lecea, Recording Secretary representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
 
             
CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE
             
1.   Roll Call by Honorable Margie Ramirez-Ibarra, Webb County Clerk
  Roll Call by Mrs. Leslie Speer, Co-Chief Deputy on behalf of the Honorable Margie Ramirez-Ibarra, Webb County Clerk.
             
2.   Pledge of Allegiance
  Led by County Judge Tano E. Tijerina
             
3.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.
  No one signed up for Public Comment.
             
COURT TO DISCUSS AND ACT ON THE FOLLOWING:
             
Human Resources
  Human Resources Director, Monica Flores advised the court that for the Capital Projects-Infrastructure Director position there were eight (8) applicants, five (5) of them met the qualifications and one (1) withdrew his application. She also advised that there were twenty-four (24) applicants for the Community Action Agency Director position, two (2) of them meeting the qualifications. All applicants requested to be interviewed in Executive Session, with the exception of one (1) that did not have a preference. 

Judge Tano E. Tijerina stated that the interviews for the Capital Projects-Infrastructure Director position will be held in the following order :
  1. Guillermo Cuellar 
  2.  Yesenia Escobedo
  3. Jacob Carlos Flores
  4.  Rolando Lozano
Interviews for the Community Action Agency Director position will be held in the following order:
  1. Mario Maldonado 
  2. Guillermo Walls 
Judge Tano E. Tijerina advised that Arturo Barrera withdrew his application for the Capital Projects-Infrastructure Director position.
 
Judge Tano E. Tijerina moved the court into Executive Session.

4.   AI-15441    Discussion with possible action to conduct interviews with the qualified applicants for the position of Webb County Capital Projects-Infrastructure Director and to possibly select the best suited applicant; to include setting a salary, start date and any other matters incident thereto. (Candidate selection will be contingent on successful pre-employment process) [Executive Session may be requested pursuant to Texas Government Code, Title 5, Subchapter D, Section 551.017 (A) (B) (Consultation with Attorney) and Section 551.075 (Personnel Matters)]; (Grade 27 A-J, $93,415.53 - $104,465.85)
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 3 John C. Galo to go with Mr. Jacob Carlos Flores
  Vote: 5 - 0 Motion Carried
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 1 Jesse Gonzalez for salary to be the max being grade 27-J at $104,465.85 
  Vote: 5 - 0 Motion Carried
  Judge Tano E. Tijerina moved the court into Executive Session. 
 
Executive Session (2:55 p.m. - 3:44 p.m.)
No action taken in Executive Session. 
             
5.   AI-15442    Discussion with possible action to conduct interviews with qualified applicants for the position of Webb County Community Agency Director and to possibly select the best suited applicant; to include setting the director salary, start date and any other matters incident thereto. (Candidate selection will be contingent on successful pre-employment process) [Executive Session may be requested pursuant to Texas Government Code, Title 5, Subchapter D, Section 551.017 (A) (B) (Consultation with Attorney) and Section 551.075 (Personnel Matters)] (Salary recommended as a Grade 25 A-J, $76,670.47- $85,739.99)
  Motion by Commissioner, Pct. 1 Jesse Gonzalez, seconded by Commissioner, Pct. 4 Ricardo A. Jaime to appoint/accept Guillermo Walls
  Vote: 5 - 0 Motion Carried
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina for salary to be set at grade 25-J $85,739.99
  Vote: 5 - 0 Motion Carried
