Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 3:00 p.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 30th day of October 2017. Present also were Ms. Kassandra L. Cavazos, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
             
CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

  Roll Call by Ms. Lupita De Los Reyes, Senior Accountant on behalf of the Honorable Margie Ramirez Ibarra, Webb County Clerk.

3. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:

4. AI-6741  Approval of payroll and accounts payable; and any other matters incident thereto.
  County Treasurer, Ms. Delia Perales presented the Recap of Checks, Ratification of Checks, Ratification of Payroll for October 26, 2017, and Ratification of Payroll for November 3, 2017.  
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 3 John C. Galo
  Vote: 5 - 0 Motion Carried
             
Indigent Healthcare Services
             
5. AI-6743  Discussion and possible action to approve Amendment No. 2 to the inter-local agreement between Webb County (Anchors) and the Texas Department of Health and Human Services Commission (HHSC) as required to receive the federal matching funds available from the Delivery System Reform Incentive Payment (DSRIP) Program under the Texas Healthcare Transformation & Quality Improvement Program/1115 Waiver; and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto.

Issue:  The current inter-local agreement is set to terminate on January 31, 2018.  The Texas Department of Health and Human Services Commission (HHSC) has requested an additional extension thru January 31, 2020 and the amendment will reflect this change.

Solution: The Commissioners Court approves the amendment to the inter-local agreement to reflect the change in the termination date from January 31, 2018 to January 31, 2020.

Result: Webb County, as the anchor for RHP20, will continue to perform its administrative functions and be eligible for an additional administrative payment up to $800,000.  The release of these funds will be contingent upon Webb County providing the non-federal share via an Inter-Governmental Transfer (IGT).

6. AI-6726  Discussion and possible action to approve the posting and filling of the following Slots, subject to the availability of payroll funds and any applicable Civil Service guidelines, effective November 13, 2017:

Issue: Slots are vacant.

Solution: Request is being made to fill the vacant slots.

Result: The filling of the slots will allow department to continue to function efficiently and effectively.
