Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 20th day of November 2020. Present also were Mrs. Rosa E. Herrera, Recording Secretary representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

  Treasurer, Mr. Raul Reyes gave a presentation of Bills and Disbursements that included the Recap of Checks and Ratification of checks for the period of 11/06/2020 - 11/19/2020, Liability Disbursement for the period of 10/23/2020 - 11/05/2020 and the estimated payroll for the Casa Blanca Golf Course ending in 11/20/2020.

4.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:
             
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.

The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

7.   Economic Development
             
a.   AI-11326    Discussion and possible action to apply for the FY 2021 Regional Solid Waste Grant from the Texas Commission on Environmental Quality (TCEQ) South Texas Development Council, in the amount of Twenty Thousand Dollars ($20,000.00) in grant funds towards the proposed Solid Waste Management Project for solid waste clean-up activities in the colonias; and authorizing the Webb County Judge to sign all pertinent contract documentation.

Issue: Rural areas of Webb County have been experiencing illegal dumping offenses in the Colonias. The tires become a breeding ground for mosquitoes and snakes posing a danger to the community.

Solution: Remove the tires by collaborating with the Road and Bridge Department.

Result: The Department will implement four clean-up activities where the monies will be used for tire collection and disposal. The removal of the tires will control mosquito and snake population near the Colonia homes.
             
b.   AI-11324    Discussion and possible action to authorize the acceptance of a Fiscal Year 2021 Local Border Security Program (FY 21 LBSP) grant award in the amount of $18,000 from the Office of Homeland Security Grants Division (HSGD) as developed, written, and submitted by and for the Webb County Constable Pct. 3 Office for its peace officer's overtime and applicable fringe benefits to provide enhanced border security in the Laredo/Webb County area and entering into the grant agreement; authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any match; and, thus shall have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: The State of Texas recognizes that border communities face urgent security challenges caused by increased activity from transnational organized criminal syndicates and their allies that are intensified by the fluidity of border crossings, heavy commercial activity, and interdependence of the international border communities’ economies. These socio-economic pressures place increased demands on law enforcement services and intensify the need for augmented public safety resources.  
 
Solution: Grant award to provide enhanced border security in Laredo/Webb County in order to fulfill State of Texas local border security program objectives, including overtime (OT) resources to suppress, deter, and reduce border-related criminal activity in Texas.  

Result: Enhanced/increased patrol and investigative capacity for certified peace officers working at the Webb County Constable Pct. 3 Office.
             
c.   AI-11336    Discussion and possible action to enter into an Engineering Services Agreement with Porras Nance Engineering for engineering services for the Mirando Water Well Project, including but not limited to, developing plans, specifications, bid documents, cost estimates, construction staking and construction administration for the Mirando City Water Well Project (TxDCBG #7219095) in the amount of NINETY-SIX THOUSAND DOLLARS ($96,000.00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. This MOU delineates the responsibilities between both parties to implement for Nurse-Family Partnership Program in coordination with the City of Laredo Health Department, in order to enable Webb County residents to gain better access to pre-natal healthcare for children by entering into the program, and authorizing the Webb County Judge to execute all relevant documents and any other matters incident thereto. Issue: Excess County property that either is salvage property because of time, accident, or any other cause is so worn, damaged, or obsolete that it has no value for the purpose it was originally intended for and/or surplus property that that is no longer needed by the department and may have some usefulness for the purpose it was intended and would be transferred for use by another County department or auctioned online to the general public and/or donated as permitted by law.
 
Solution: Attempt to sell the County surplus or salvage property by competitive bids or auction, dispose or destroy property that cannot be sold through auction and/or competitive bids because it has deemed worthless or dispose through and/or competitive bids because it has deemed worthless or dispose through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products.
 
Result: Generate revenue from sale of property, reduce County expenditures by transferring surplus property to other departments and make room for future assets turned in by County departments.

Issue: Funds will be carried over from construction accounts to ensure there are additional funds to cover engineering costs.

Solution: By Commissioners Court approval, the engineering line item will have an additional $42,000 to cover costs.

Result: With additional funds available, the department will be able to provide additional funds towards covering construction costs.

16.   AI-11319    Discussion and possible action to amend the parking fee schedule approved on February 24, 2020 for the TexMex Parking Lot project and any other matters incident thereto.

Issue: On February 24, 2020, commissioners court approved a no parking charge to those Webb County citizens called for jury duty. Jurors would be handed a ticket voucher in order to avoid any parking fees on exit.

Solution: Consider amending the order by not requiring ticket vouchers to be handed out to all citizens called for jury duty and to further allow the parking gates to remain open every jury Monday only.

Issue: Grant funding is available to purchase the two buses for use by Webb County Community Action Agency El Aguila Rural Transit System. 
 
Solution: Authorize the purchase utilizing cooperative pricing through The State of Oklahoma Contract that is accepted and used in the State of Texas as a cooperative contract.
 
Result: Purchase the grant funded vehicles to enhance community outreach services to those in Citizens in need of transportation within Webb County boundaries and in accordance with El Aguila's Rural Transportation guidelines.

Result: Body-worn cameras provide an audio and visual record of interactions that can capture evidence in the event of a crime, police-citizen interaction, or use-of-force incident.
