Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:
 
Tano E. Tijerina, County Judge
Jesse Gonzalez,     Commissioner, Pct. 1
Rosaura "Wawi" Tijerina,   Commissioner, Pct. 2
   
   

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 13th day of December 2019. Present also were Ms. Kassandra Cavazos, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

3.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

4.   AI-9962    Discussion and possible action to approve bills and payroll; and any other matters incident thereto.
  County Treasurer, Mr. Raul Reyes presented the Recap of Checks and the Ratification of Checks.

  County Treasurer, also presented the Liability Disbursements of County Payroll for the pay period of 11/22/2019-12/05/2019.

  County Treasurer, presented to the Commissioners Court a side bill report.

5.   AI-9967    Discussion and possible action to establish the County Specialty Court Accounts, Court Reporter Service Fund, and County Jury Fund as passed by Texas 86th Legislative Session, Senate Bill No. 346 Article 1. Consolidated Criminal Court Cost provisions that are effective January 1, 2020.

Issue: Establish the County Specialty Court Accounts, Court Reporter Service Fund, and
County Jury Fund as required by Texas Statutes.  
 
Solution: Comply with SB No. 346 Article 1. Consolidated Criminal Court Cost provisions as passed by the Texas 86th Legislative Session.
 
Results: SB 346 Criminal Court Costs Consolidation simplifies the difficult-to-administer criminal court cost system and consolidated State and Local Court Cost.

7.   AI-9957    Discussion and possible action to approve the submission of a grant application by the Webb County Sheriff’s Office in collaboration with the City of Laredo Health Department (MAT Provider), PILLAR (drug and alcohol screening and counseling), and the Webb County Community Supervision & Corrections Department (CSCD) to the Office of the Governor Criminal Justice Division for a FY 2020 Medication-Assisted Treatment (MAT) Pilot Program in an amount estimated at $400,000 to provide comprehensive Medication-assisted Treatment (MAT) and evidence-based services through a continuum of care model to a limited number of jail inmates who suffer from opioid dependence and/or alcohol and volunteer to participate in the program; and designating the Webb County Judge as the authorized official in all matters related to this grant; and any other matters incident thereto.  This grant does not require any type of match and, thus, will have no impact on the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures.  [Requested by Martin Cuellar, Webb County Sheriff]
 
Issue: The City of Laredo/Webb County is a medically underserved  community with a shortage of health professionals.  Furthermore, there are no significant detoxification centers and very limited substance use prevention/treatment programs available within 150 miles.
 
Solution: Start a grant-funded Pilot Program for Medication-Assisted Treatment and evidence-based services to a limited number of jail inmates for detoxification from their opioid and/or alcohol use.
 
Result: The community of Laredo/Webb County will have another resource to help its citizens deal with the critical epidemic of opioid dependency.

8.   AI-9964    Discussion, possible action and status report by the Webb County Attorney’s Office regarding Cause No. 2017CVA000356D3, styled Juan C. Garcia Lino, Individually and as Representative of the Estates of Suleika R. Fonseca Saldivar, Deceased, and Alessandra Juliette Garcia, Deceased, et al v. Webb County; and any other matters incident thereto. [Executive Session is requested pursuant to Texas Government Code, Title 5, Subchapter D, Section 551.071(1)(A)(Consultation with Attorney regarding pending litigation)]
  Ms. Molly Higgins requested the Commissioners Court to allow the Webb County Attorneys Office to proceed with an interlocutory appeal on the denial of the plea to the jurisdiction.
