Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 10:00 a.m. at the virtual meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 4th day of December 2020. Present also were Mrs. Rosa E. Herrera, Recording Secretary representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

4.   AI-11365    Discussion and possible action to rescind Resolution 08-24-2020-29 (adopted August 24, 2020) regarding the rehabilitation/reconstruction of the Welch Road Bridge and adopting Resolution 12-7-2020-04 being a Resolution Agreeing to Utilize Local Government Participation Match Funds for the Rehabilitation of Various Off-System Bridge Structures (being $458,932.00); authorizing the County Judge to submit a letter of request to utilize said funds for the Welch Road bridge as an equivalent match project and any other matters incident thereto.

5.   AI-11366    Discussion and possible action to authorize the Purchasing Agent to develop and publish a Request for Qualifications for a qualified engineer/firm to develop plans, specifications and estimates for the reconstruction/rehabilitation of the Welch Road bridge and any matters incident thereto.

6.   AI-11368    Discussion and possible action to authorize the Purchasing agent to solicit bids for repairs (water leaks and minor roofing and joint issues) to the former Juvenile Detention Facility located at 4101 Juarez Ave using the plans and specifications as developed by the Webb County Engineering Department. [Account #1001-1130-001-431007-010 (Operational Reserve) Preliminary estimate is $20,000]

7.   AI-11369    Discussion and possible action to select a layout and amend the budget for the J.P. Precinct 4 Building Constable Office Expansion Project and any matters incident thereto. [Account #3870-3170-001-474501 (Building Construction Pct. 4, Series 2019A)]
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by County Judge Tano E. Tijerina Option 3 with the adding restrooms and a single point of entry through the JP's office and converting the waiting room into the reception area.

Casa Blanca Golf Course
             
8.   AI-11370    Discussion with possible action to allocate funding in an amount not to exceed $25,000 for upgrades, repairs and improvements to the cart barn at the Casa Blanca Golf Course to include: Lighting, Electrical, Drainage, Concrete and other general areas within the cart barn, and to further authorize the Purchasing Agent to proceed in seeking competitive pricing in accordance with the Webb County Manual for Purchasing Policy and Procedures, transfer of funds will be moved from the General Operating Reserve Account #1001-1130-001-431007-010 to the Casa Blanca Golf Course Repairs and Maintenance Barn Account #7100-6080-001-443000-160 (Repairs and Maintenance Barn).

Issue: The current conditions of the cart barn are outdated, damaged and not conducive to operating a fully functional cart operation. Further, the current set up and conditions cannot handle additional carts that are being anticipated.
 
Solution: These proposed upgrades, repairs, and improvements will allow for more capacity and a more effective and efficient operation of the golf carts.
 
Result: Golf course staff will be able to accommodate the increased demand of rounds and golf cart usage.

9.   AI-11371    Discussion and possible action to authorize the County Judge to submit a revised County Transportation Infrastructure Fund Grant Program List of Transportation Infrastructure Projects for the 2014 CTIF program (increasing the budget for Mines Road/Eagle Pass Road by $1,000,000 and reducing Wormser Road by $1,000,00) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Funding Reimbursement is through CTIF Program Funds TxDOT]

Indigent Healthcare Services
             
10.   AI-11364    Discussion and possible action to enter into a Provider Agreement with the Centers for Disease Control (CDC) to enroll as a provider in the Texas COVID-19 Vaccination Response program at no cost to Webb County, and any other matters incident thereto; authorizing the County Judge to sign all relevant documents.

Issue: As an immunization provider under Texas Department of State Health Services, Webb County is eligible to participate as a COVID-19 vaccine provider.

Solution: Commissioners Court approval will allow Webb County to enter into a Provider Agreement with the CDC.

Result: Once the COVID-19 vaccine is available, Webb County will be able to receive and administer the vaccines to Webb County residents.

11.   AI-11354    Discussion and possible action to award Invitation to Bid 2021-002 “Wormser Road Extension Project” to the lowest responsible bidder SAL Construction Management LLC, in an amount not to exceed $3,662,202.90 and to further authorize the Civil Legal Department to finalize the construction contract; authorizing the County Judge to sign all relevant documents and any other matters incident thereto. [Account #3720-7230-703-470000 Construction in Progress-Wormser Road - Capital Outlay]
 
Issue: Eight (8) formal bids were officially submitted for this road project.  The bids ranged from $6 million to $3.6 million. 
 
Solution: Consider awarding to the lowest and responsible bidder. Sherfey Engineering Webb County’s project engineering firm also reviewed the bids and it is their professional opinion that SAL Construction Management LLC is the lowest and qualified bidder for this project.
 
Result: Approve the Award as presented to Commissioners Court and further authorize Civil legal to finalize the construction documents for the awarded sum in order to issue the Notice to Proceed.

12.   AI-11372    Status report from Judge Tano Tijerina, Chief Executive Administrator and Emergency Management Coordinator on the latest COVID-19 data, current and future executive orders and how they pertain to Webb County constituents, staff and county offices, and the most recent CDC guidelines and return to work criteria; and any other matters incident thereto.
