Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

5. Communications

Cmr. Galo sent out his heartfelt condolences to the families of Francisco Saldana, Doris Epstein, Rene Canales, Cynthia Hastings, Molly Gonzalez Martinez, Enrique Ambrose, Arnoldo Gutierrez, Patricia Holguin Vaca, Rosaura Vela Castillo, and asked that everyone keep Cmr. Canales father in their prayers. He congratulated the the Taste of Los dos Laredos, Noche de Cabaret, and LULAC Council No. 7 for all their wonderful events. Cmr. Galo congratulated the 16th Annual Boys and Girls Club on their Annual Wine Tasting, LULAC Council No. 12 on their Noche Mexicana, and the Air Show,

Representing Martha Washington in this year's colonial pageant, Ms. Rebecca Mata Laurel extended an invitation to the Commissioners Court for the Washington Colonial Pageant and Ball on Friday, February 21, 2014.

Cmr. Galo congratulated Ms. Mata Laurel and Congressman Cuellar for being this year's George and Martha Washington. He congratulated 2014 Business Hall of Fame recipients; Juan Francisco Ochoa, Palenque Grill, Tina and Dr. Alfredo Trevino, and Mr. Robert Summers. Cmr. Galo congratulated former Constable Ruben Reyes on receiving the Agustin Tino Juarez Service Award. He wished a Happy Valentine's to everyone.

Cmr. Tijerina sent out her heartfelt condolences to the families of Reymundo De Leon, Francisco Saldana, Enrique Ambrose, Doris Epstein, Molly Martinez, Arnoldo Gutierrez, and Cynthia Hastings. She congratulated former Constable Ruben Reyes on receiving the Agustin Tino Juarez Service Award by the Sheriff's Office. Cmr. Tijerina congratulated the Junior Achievement Laredo Business Hall of Fame Laureates; Juan Francisco Ochoa, Tina and Dr. Alfredo Trevino, and Mr. Robert Summers. She congratulated the WBCA and all the events that have been taking place and encouraged everyone to attend. Cmr. Tijerina congratulated David Vasquez on a successful Border Beer Fest. She stated that the Commissioners Court had unveiled the architectural plans for the new fire station that will be located by the Casa Blanca Lake. She congratulated Martin High School on their 75th Anniversary.

Judge Valdez congratulated the Boys and Girls Club of Laredo on a very successful wine tasting event. He congratulated all the restaurants that participated in the Taste of Laredo; 1st place Scratch Sandwich Company, 2nd place Toritos Cocina, and 3rd place Chocolateka. Judge Valdez congratulated former County Judge Mercurio Martinez for being the recipient of the Higher Education Award at the Noche de Cabaret sponsored by LULAC Council No. 7. He congratulated the WBCA Board Members for their hard work and dedication.

Judge Valdez asked Mr. Rolando Herrera to approach.

Representing LULAC Disctrict 14, made up of Councils 7, 12, 14, 16, 24, and 777, Mr. Rolando Herrera read a letter to the Commissioners Court with the purpose to seek assistance for high-risk students of Laredo Independent School District.
             
6. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

Discussion and possible action to authorize the County of Webb to enter into a Non-Financial Interlocal Agreement with the Rio Grande International Study Center (RGISC), and authorize the Economic Development Department to provide technical assistance in developing a grant application for submission to the Environmental Protection
Agency’s (EPA) Environmental Justice Collaborative Problem-Solving Cooperative Agreement Program; and authorizing the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's participation in the Non-Financial Interlocal Agreement. This proposed action will have no impact on the County’s General Fund.

Discussion and possible action to approve the hiring of a Licensed Vocational Nurse (LVN) at the Webb County Indigent Health Care Services Department, who will serve under the Standing Delegation Orders of Dr. Brian Smith, Regional Medical Director for the Texas Department of State Health Services (DSH) Region 11 at a rate of up to $25.00 per hour (depending on experience). The operational general order states that pay for part-time employees cannot exceed $15.00/hr. unless specific approval to pay more is authorized by Commissioners Court. The office space has 1,724 Square Feet in area and is located at 901 McPherson, Suite 102. The term of the lease is for Two (2) years with One (1) year renewal option with monthly rentals of $2,974.50 and a security deposit of $2,974.50. This is an emergency expenditure authorized by Commissioners Court under Texas Local Government Code Section 111.010 (c) as an amendment to the original adopted budget. The Court will file a copy of its order amending the adopted budget with the County Clerk and the Clerk shall attach the copy to the original adopted budget.
