Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Cmr. Montemayor - No comments.

Cmr. Galo welcomed everyone present. He congratulated all those who participated and volunteered in all the WBCA events. Cmr. Galo sent out his condolences to all the families who have lost loved ones in the past two weeks; especially Cmr. Mike Montemayor on the passing of his father-in-law, Rafael Villarreal, the family of Hector Rodriguez Lerma, Francisco Puente, Claudio Landin, Reynaldo Perez, James Jimmy Ellis, Juanita Reyes, Alejandro Martinez, Genaro Santos, Luis Manuel Collazo, Amalia Laurel Alarcon, and Filiberto Sierra, Sr. He recognized Jessica Escamilla, Rene Carrillo, and Grizelda Dozal, United South High School teachers for their recent selection as recipents of the "Gen TX Top 10 Most Inspiring Teachers of 2013 Award". Cmr. Galo congratulated the TAMIU Women's Basketball Team for winning their first conference title. He recognized the United Middle School Cheerleaders for recently being named the American Cheer Power National Champions in San Antonio. Cmr. Galo congratulated the South Texas Food Bank for their 25th year of feeding the hungry and his wife, Ana Galo for being named president. He congratulated United Way for defeating their goal for the 2013-2014 year. Cmr. Galo congratulated all the Webb County schools for delivering over $900,000 to LISD, UISD, and Webb Consolidated ISD. He congratulated Sister Rosemary Welsh for being named to a Task Force for domestic violence by the Texas Health and Human Service Commission. Cmr. Galo congratulated Mr. James Walker for being named Rancher of the Year by LIFE Downs. He wished a very Happy Birthday to his father-in-law, Mr. Arturo M. Benavides and to Mrs. Margie Ibarra, Webb County Clerk.

Cmr. Canales wished a good morning to everyone. He sent out his hearfelt condolences to the families of Hector Rodriguez, Alejandro Martinez, and Filiberto Sierra, Sr. Cmr. Canales congratulated WBCA for a fantastic weekend of events. He wished a very Happy belated Birthday to Mrs. Margie Ibarra, Webb County Clerk and Mr. Arturo M. Benavides, Cmr. Galo's father-in-law. Cmr. Canales congratulated the TAMIU Women's Basketball Team for winning their first conference title. He congratulated the South Texas Food Bank for their 25th anniversary and Cmr. Galo's wife, Ana Galo for being named president.

Cmr. Tijerina announced that the Webb County Districts received $900,000. She congratulated WBCA on another successful celebration, WBCA president, Mrs. Pati Guajardo Ryan, Society of Martha Washington president, Dr. Minita Ramirez, and Princess Pocahontas president, Edna Mayers. Cmr. Tijerina congratulated Congressman Henry Cuellar and Rebecca Mata Laurel for being named George and Martha Washington. She congratulated Renato Ramirez for being named Mr. South Texas. Cmr. Tijerina congratulated Mr. James Walker for being named Rancher of the Year. 8. AI-774  Discussion and possible action to approve a renewal of an agreement between Webb County and the community of Oilton to provide water to the residents of Oilton. The contract will be for Five (5) years, from October 1, 2013 and ending on September 30th, 2018. The county will allow the use of a water well on 3.5 acres of land , 4.3 miles east of Oilton off Hwy. 359. Oilton will provide all personnel and maintenance costs. It will have no impact on the county budget, and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto.

12. AI-784  Discussion and possible action to rescind award to Temprite Mechanical, Inc., RFQ 2013-2014 "Design Build Paving & Fencing Project" and authorize the purchasing agent to solicit for design build teams for same project. Design team selected was not able to meet the performance/payment bond requirements for this project. The Sheriff's Office is recommending to solicit again and secure new proposals for bond project.
             
13. AI-785  Discussion and possible action to accept a Fiscal Year 2014 Local Border Security Program (LBSP-14) grant from the Texas Homeland Security Administrative Agency (THSSAA) in the amount of $175,000 for overtime operations and associated mileage to enhance border security in Webb County, designating the Webb County Judge as the authorized official in all matters related to this grant; and any other matters incident thereto.   The only applicable fringe benefits eligible to be paid under this grant is the Federal Insurance Contributions Act (FICA).  All other applicable fringe benefits are to be paid from Sheriff’s forfeiture funds.
