Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 10:00 a.m. at the regular meeting place with the following members present to wit:

Danny Valdez,                                          County Judge
Mike Montemayor,                                    Commissioner, Pct. 1
Rosaura "Wawi" Tijerina,                          Commissioner, Pct. 2
John C. Galo,                                           Commissioner, Pct. 3
Jaime Alberto Canales,                            Commissioner, Pct. 4

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 7th day of February 2014. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
 
             
CALL TO ORDER BY THE HONORABLE DANNY VALDEZ, WEBB COUNTY JUDGE

2. Pledge of Allegiance
             
3. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:

4. Workshop related to the County Energy Transportation Reinvestment Zone (CETRZ) and the grant application to the Texas Department of Transportation.

Totem LLC, Mr. Jose Ceballos was present to address the Commissioners Court on item #4.
             
5. Discussion and possible action to 1) adopt the order creating County Energy Transportation Reinvestment Zone which defines its boundaries, establishes the 5-member Advisory Board, pledges all of the captured appraised value of real estate within the zone, and approves the Implementation Plan which identifies the projects to be pursued under the program; 2) to identify and pledge the required 10% match; and 3) authorize Totem LLC to submit the grant application to the Texas Department of Transportation, as required.

Assistant County Attorneys, Mr. Ramon Villafranca, Mr. Ray Rodriguez, Totem LLC, Mr. Jose Ceballos, and S & B Infrastructure, Mr. Jesse Hereford were present to address the court on item #5.

Motion by Commissioner, Pct. 4 Jaime Alberto Canales to approve one million dollars to the reinvestment zone using the General Fund subject to the Attorney General's opinion

Commissioner, Pct. 4 Jaime Alberto Canales withdrew his motion.


  Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 4 Jaime Alberto Canales to pledge up to one million dollars pledged by the General Fund
  Vote: 5 - 0 Motion Carried

6. Discussion and possible action for the annual disbursement of Webb County School Land Funds based on a Scholastic Basis as determined by the Texas Education Agency to the United Independent School District, Laredo Independent School District, and Webb Consolidated Independent School District; and any other matters incident thereto.

Legal Counsel Webb Consolidated Independent School District and United Independent School District, Mr. Steven Trautman, Jr. was in attendance to address the Commissioners Court on item #6.
  Motion by County Judge Danny Valdez, seconded by Commissioner, Pct. 4 Jaime Alberto Canales to approve item #6 subject to retainage of $100,000
  Vote: 5 - 0 Motion Carried
             
7. Adjourn
  Motion by County Judge Danny Valdez, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to adjourn
  Vote: 5 - 0 Motion Carried
