Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:
 
Tano E. Tijerina, County Judge
Jesse Gonzalez,     Commissioner, Pct. 1
Rosaura "Wawi" Tijerina,   Commissioner, Pct. 2
John C. Galo, Commissioner, Pct. 3
Ricardo A. Jaime, Commissioner, Pct. 4

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 13th day of February 2024. Present also were Ms. Michelle Garcia, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
 
             
CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

3.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

7.   AI-15870    Discussion and possible action to exercise the County’s first option to extend the Facility Management Agreement (for the Webb County Border Heritage Museum) between Webb County and the Webb County Heritage Foundation, Inc. said extension to be effective March 1, 2024 and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Co-Sponsored by Webb County Judge Tano E. Tijerina and Commissioner, Precinct 4, Ricardo A. Jaime, 2004-1010-001-463518-005]
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 4 Ricardo A. Jaime to approve

6.   AI-15874    Discussion and possible action authorizing the relocation of services and re-designation of the precinct 4 county community center currently known as the Ladrillito Activity Center located at 2018 San Ignacio Ave., to the Lilia Perez Community Center which is located at 4420 Old Santa Maria Rd.; with further action to transfer county staff, property and equipment to the new location; and any other matters incident thereto.
 
Issue: A request has been made by the City of Laredo to utilize the current office space occupied by the county at the Ladrillera Recreation Center being utilized by the county as a community center known as the Ladrillito Activity Center.
 
Solution: By agreement the county will be able to transfer the county services to a new location to be located at the Lilia Perez Community center within Precinct 4.
 
Result: This will allow for the county to continue to provide services to the precinct residents.

4.   AI-15871    Status report by JHS Architects (Fairgrounds Architects) and Leyendecker Construction (Construction Manager at Risk) on the Webb County Fairgrounds Project and presentation on CMAR Preliminary Construction Cost estimate and proposed Phasing Plans, with discussion and possible action; and other matters incident thereto. [Co-Sponsored by Rosaura "Wawi" Tijerina, Commissioner Pct. 2]
             
5.   AI-15872    Discussion and possible action to approve a contract Amendment No. 1 to the Professional Services Contract with Juan Homero Sanchez Architect, Inc D/B/A JHS Architect, for the Webb County Fairgrounds Project in accordance with the Architectural /Engineering Professional Services agreement to include additional scope: a Secondary Arena, Exposition Hall, Outdoor Pavilion, Mult-use Event Area Plaza, Dirt Barn, Multi-use Outdoor Stage Area, and associated landscaping. Also included are supplemental event parking, trailer/bus/RV parking, driveways, lighting, site and utility infrastructure. The proposed work shall include planning and design for all phases of the project. The fees can be adjusted in conformity with the significant changes to the Owner's initial budget for all phases of the project; and any other matters incident thereto.

No action taken in Executive Session.
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 3 John C. Galo to start on Phase II first, which would include everything other than the Multi Event Arena and Pavilion

Amended Motion by Judge Tano E. Tijerina seconded by Commissioner, Pct. 3 John C. Galo to designate the whole Fairgrounds to include the Pavilion, except the Multi Event Arena with the same 5% fee subject to contract renewal and amendments
Vote: 5 - 0 Motion Carried - Unanimously

Motion by Commissioner, Pct. 3 John C. Galo seconded by County Judge Tano E. Tijerina to include all the County Fairgrounds except the Main Event Arena as "Phase II" at a 5% fee rate to be added to the contract amendment with a $35 million budget, including the additional items as discussed
