Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

5. Communications

Cmr. Montemayor thanked the Planning Department; Mr. David Garza and Ms. Rhonda Tiffin for the very successful rabies vaccination event held in Rio Bravo and El Cenizo, Texas sponsored by the Animal Protective Society. He thanked Road and Bridge, Building Maintenance, Parks and Grounds Department, Mr. Larry Sanchez, PIO, and everyone who helped out in the Clean-Up Campaign held in El Cenizo.

Cmr. Tijerina welcomed and wished everyone a very wonderful spring break. She congratulated all the candidates who ran on the March 10 Primaries and wished good luck to those going on a run off. Cmr. Tijerina sent her heartfelt condolences to the family of Sam Johnson, former Webb County Auditor Ramiro Martinez, Curly Garza, John Saucedo, Antonio Silva, and Gerardo Gaona.

Cmr. Canales sent out his heartfelt condolences to the family of Mr. and Mrs. Aaron Dominguez on the passing of his son Ron, Emily Villarreal, Consuelo Torres, Melinda Isabel Gonzalez Flores, Francisca Eliza Trevino, Cecilio J. Bosquez, Sr., Alejandro Cuellar, and John Saucedo. He congratulated all the candidates who participated in the March Primaries.

Judge Valdez congratulated Cmr. Tijerina on her very successful campaign. He wished the best of luck to Cmr. Canales and Ms. Perales on their run offs. Judge Valdez congratulated County Clerk, Margie Ibarra, District Clerk, Esther Degollado, and County Court at Law #2 Judge Jesus Garza on winning their elections. He expressed his gratitude to his many friends and family who supported him during his campaign. Judge Valdez sent his heartfelt condolences to the family of Antonio Silva, Dennis Garcia, Ramiro Martinez, John Saucedo, and Sam Johnson. He announced that the Texas Transportation Commission approved a Regional RMA.
             
6. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

AI-807  Discussion and possible action to authorize the Economic Development Department to develop and submit a U.S. Department of Homeland Security, Fire Prevention and Safety grant application under the FY 2013 Assistance to Firefighters Grant Program for up to $50,000.00, and authorizing the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's request for Assistance to Firefighters Grant Program funding. This application requires a Five percent (5%) match, or up to Two Thousand Five Hundred Dollars, ($2,500.00), that will be contributed by Webb County. This action will have no impact on County General Fund.

AI-830  Discussion and possible action to 1) adopt the order creating County Energy Transportation Reinvestment Zone which defines its boundaries, establishes the 5-member Advisory Board, pledges all of the captured appraised value of real estate within the zone, establishes an ad valorem tax increment account for the zone, and approves the Implementation Plan which identifies the projects to be pursued under the program;   2) ratify that the source for 10% match required for the grant application will be the general fund; and 3) authorize Totem LLC to submit the grant application to the Texas Department of Transportation, as required; and any other matters incident thereto.
