Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

Cmr. Tijerina welcomed everyone present and wished County Attorney, Marco Montemayor a very Happy Birthday. She congratulated the recipients of the 2014 Paul Harris Award; H-E-B, South Texas Food Bank, and Jr. Achievement. Cmr. Tijerina congratulated the City of Laredo Commission for Women 2014 Hall of Fame Honorees; Maria de la Luz Cardenas representing Leadership, Pamela Juarez representing Education, Diana Juarez representing Education, Mucia Dovalina representing Law Enforcement, Leticia Gonzalez representing Health & Human Services, Maria Eugenia Lopez representing Arts, Media & Communication, Cynthia Haynes Ramirez representing Leadership, Fay Mainhard representing Leadership, Clara Torres representing Law Enforcement, Dr. Martha Esquivel Villarreal representing Education, and Diana Rendon Gutierrez representing Arts, Media & Communication. She wished good luck to Ms. Ana Galo for being nominated for the Jefferson Award sponsored by the Laredo Morning Times. Cmr. Tijerina congratulated Lead Laredo Honorees for Humanitarian and Philanthropy; Mr. Eloy Garcia, Sr., Dr. Carlos Cigarroa, Mr. Juan Francisco Ochoa, Mr. and Mrs. Eduardo Garza, Ms. Lily Wang, Mr. Isidro Garza, Ms. Viviana Frank, Mr. Javier Santos, Mr. Humberto Gonzalez Bentacourt, and Mr. Orlando Navarro. She congratulated the District Attorney's Office on their ribbon cutting ceremony for the shooting range. Cmr. Tijerina congratulated United South High School students; Rudy Flores for winning the Super Heavyweight Crown and Jonathan Pena for winning the 148 pound division. She sent her heartfelt condolences to the family of Carlos Perez, Diana Leyva Ambrose, Marty Ruhlman, Rolando Curly Martinez, and Alicia Amaya.

Cmr. Galo welcomed everyone present. He sent his heartfelt condolences to the families of Melinda Gonzalez Flores, Alejandro Cuellar, Jr., Antonio Tony Garcia, Marty Ruhlman, Judith Rodriguez, Rolando Curly Martinez, Jesus Armando Rocha, Coach William Bill Bailey, and Consuelo Pena. Cmr. Galo congratulated the St. Augustine Soccer Team for their first state tournament in school history and Alex Cruz, senior at United High School for breaking the school record that stood for 34 years in the single mile run 1600 meter race in the 82nd Border Olympics. He congratulated the Barbara Fasken Community Center for the opening of it's doors. Cmr. Galo congratulated the Jefferson Award nominees; Mark Losoya, senior at Alexander High School for breaking the long jump record that stood since 2000. He congratulated the recipients of the Humanitarian and Philanthropy Hall of Fame Award; Eloy Garcia, Dr. Carlos Cigarroa, Licenciado Eduardo and Juanita Garza, Isidro Garza, Jr., Viviana Frank, Javier Santos, Humberto Gonzalez Bentacourt, Orlando Navarro, Francisco Poncho Ochoa, and Lily Wang. Cmr. Galo congratulated Gateway Rotary Club and the recipients of the Paul Harris Award awarded to H-E-B, South Texas Food Bank, and Jr. Achievement. He congratulated the District Attorney's Office on the new shooting range. Cmr. Galo congratulated the United High School Jr. Powerlifters; Rudy Florez for winning the Super Heavyweight Crown, Jonathan Pena for winning the 148 pound division and Alexander High School on their baseball game win over Corpus Christi Carol. He congratulated the United Middle School Mavericks for their victorious win at the national championships.

Cmr. Canales welcomed everyone present and recognized all veterans in honor of Hero Salute Month. He welcomed all teachers, administrators, Head Start representatives, former County Judge Mercurio Martinez, and Dr. Vida. Cmr. Canales thanked Ms. Geraldine Garza for the singing of the national anthem. He invited all the Webb County families and veterans to the Hero Salute Month luncheon at the end of April. Cmr. Canales congratulated the United High School Lariettes for their grand champions title win. He congratulated the District Attorney's Office on the opening of the new shooting range. Cmr. Canales congratulated Jose Pepe Arizola, student at Washington Middle School for being chosen as student of the month. He sent out his heartfelt condolences to the family and friends of Rolando Curly Martinez, Consuelo Pena, Maria Gregoria Gonzalez, and Maria Isabel Rodriguez.

Judge Valdez welcomed former County Judge Mercurio Martinez. He congratulated the 2014 Laredo Hall of Fame inductees; Eduardo and Juanita Garza, Javier Santos, Francisco Ochoa, Humberto Bentacourt, Viviana Frank, Eloy Garcia, Sr., Dr. Carlos Cigarroa, Orlando Navarro, Isidro Garza, and Lily Wang. Judge Valdez congratulated the District Attorney's Office on the ribbon cutting ceremony of the new shooting range. He sent his heartfelt condolences to the family of Mr. Tony Garcia and Bill Bailey, Sr. Judge Valdez welcomed all the veterans present, Sister Rosemary Welsh, and Sheriff Martin Cuellar. He wished County Attorney, Marco Montemayor a Happy Birthday.
             
6. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

Mr. Flores spoke in reference to item #14.

Mr. Blanco spoke about the importance and need of the Laredo Rifle Range Club.

Mr. Bobby Adame, Treasurer of the Laredo Rifle and Pistol Club
Mr. Adame addressed the court of the importance of resolving the issue with the shooting range.

Joann Kahn, member of the Volunteering Services Council for Border Region Behavior Health Center
Ms. Cann invited everyone to participate in the 22nd Annual Administrative Assistant's Luncheon and Musical Style Show on Wednesday, April 23, 2014 at the Laredo Country Club from 11:30 a.m. to 1:30 p.m.

Mr. Avila spoke in reference item #11 and asked that Cmr. Mike Montemayor please step down from his position.

Representing the Head Start program was Ms. Aliza Oliveros, Head Start Director, 7 Head Start students, dedicated parents, distinguished alumni, stellar staff, and Head Start mascot. On behalf of the policy council members, Ms. Oliveros recognized Mr. and Mrs. Ramirez.

Head Start Policy Council Member and father of Head Start student, Mr. Alejandro Maqueda addressed the court of his appreciation for the Head Start program.

AI-890  Discussion and possible action to accept $1.5 million State of Texas appropriation.  Funds will be dispersed through the Texas Forest Service in split amounts of $750,000.00 each for FY 2013-2014 and FY 2014-2015 respectively. The Webb County Volunteer Fire Department will utilize these funds to complete the purchase of vehicles and equipment for the department.  Cash match from Webb County is not required.
