Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 22nd day of March 2019. Present also were Ms. Vanessa Zapata, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

  County Treasurer, Mr. Raul Reyes presented the Recap of Checks, Ratification of Checks, Liability Disbursements of County Payroll, and the Actual/Estimated Requirements for Casa Blanca Golf Course.

4.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:
             
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.

The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

Issue: New equitable shared funds have been been awarded to the District Attorney's Office and may be spent after a budget for the expenditure of the proceeds has been submitted to the Governing Body. The budget must be detailed and clearly define the categories of expenditures.

Solution: Submit a budget to the Governing Body that clearly defines the categories of expenditures to be incurred with the new proceeds. 

Result: The District Attorney's Office will add the new proceeds to its current budget to be utilize for law enforcement purposes in accordance with the Department of Justice Equitable Sharing Guidelines.

Issue: New proceeds under Chapter 59.06 of the Texas Code of Criminal Procedure have been awarded and may be spent by the attorney representing the State after a budget for the expenditure of the proceeds has been submitted to the Governing Body.

Solution: Submit a budget to the Governing Body that clearly list and defines the categories of expenditures.

Result: The attorney representing the State can utilize the new proceeds for the official use of his Office.

This MOU provides a common understanding of the collaboration and relationship between the local Head Start/Early Head Start Program and the WIC Program. It establishes clear expectations and a reliable way of relating to one another for mutual cooperation. 7.   Community Action Agency
             
a.   AI-8702    Discussion and possible action to authorize the Webb County Community Action Agency to enter into an annual vendor agreement with Retail Energy providers (listed below) for the implementation of the Community Services Block Grant (CSBG) and the Comprehensive Energy Assistance Program (CEAP).

Life Energy

Issue: The Webb County CAA will enter into an annual vendor agreement with Retail Energy Provider for the implementation with the Community Services Block Grant (CSBG) and the Comprehensive Energy Assistance Program (CEAP).

Solution: These vendor agreements are a Texas Department of Housing and Community Affairs ( TDHCA) requirement for the implementation of the programs.

Result: The Texas Department of Housing and Community Affairs (TDHCA) will provide funding to be used for payment of qualifying low income clients home energy expenses.

8.   Economic Development
             
a.   AI-8699    Discussion and possible action to approve the submission of a grant application to the Office of the Governor Homeland Security Grants Division for the Border Prosecution Grant estimated at $510,394 over the term of the contract. This formal request shall authorize the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's participation in this grant. There is no match requirement for this grant. All grant documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Contract Term: September 1, 2019 to August 31, 2020. [Requested by Isidro "Chilo" Alaniz, District Attorney; Fund #2739-2260]

Issue: There is a need for resources to prosecute felony cases, provide technical assistance and training to law enforcement agencies and prosecute border crime cases along the Texas-Mexico Border. The Office of the Governor of Texas has provided available resources through a grant opportunity to enhance prosecution in the area of organized crime/criminal enterprise cases.

Solution: Authorize the submission of the grant application as set forth above to ensure that the Border Prosecution Unit at the District Attorney's Office can continue to successfully prosecute border crime cases along the Texas-Mexico Border.

Result: The District Attorney's Office will have the opportunity to receive additional resources to continue prosecution specifically in the area of organized crime / criminal enterprise cases.

b.   AI-8705    Discussion and possible action to approve grant award, by Order  Amendment Number 1 to Contract Number #61190003065 for the Community Services Block Grant Program (CSBG) from the Texas Department of Housing and Community Affairs (TDHCA) for the Program Year 2019, in the amount of TWO HUNDRED SEVENTY NINE THOUSAND SEVEN HUNDRED  SEVENTY SIX ($279,776.00). This Amendment  will increase funding from $139,888.00 to $279,776.00 and authorizing  the County Judge to sign all relevant documents. This action will not have impact to the General Fund.  All required documents were sent for review through  the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: Approve Amendment # 1 for the CSBG Block Grant from the Texas Department of Housing and Community Affairs (TDHCA) for the Program Year 2019.

Solution: The Community Services Block Grant Program (CSBG) provides support services to eligible elderly, disabled and low income residents of Webb County.

Result: The support services are intended to assist eligible Webb County residents to transition out of poverty.

c.   AI-8709    Discussion and possible action to approve extension of Grant, by Order Amendment Number #3 to Contract Number #58180002804 for the Comprehensive Energy Assistance Program (CEAP) from Texas Department of Housing and Community Affairs (TDHCA) for the Program Year 2018. The extension is from January 1, 2018 through June 30, 2019 and authorizing the County Judge to sign all relevant documents. All required documents were sent to review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. There will be no impact to the general fund. [Requested by Javier Ramirez, CAA Director; Account #2362-5150-330300]

Issue: Approve Amendment #3 for the CEAP Program Contract from TDHCA for Program Year 2018.

Solution: The CEAP Program provides direct client services to eligible elderly, disabled and low income residents of Webb County.

Result: The services are intended to assist eligible Webb County residents up to 8 highest remanding calendar months of energy consumption. The CEAP allocation for this contract is for 12 months.

d.   AI-8727    Discussion and possible action to accept a grant from Texas State University (Texas School Safety Center) in the amount of $20,000.00 for the 2019 Tobacco Enforcement Contract, designating the Webb County Judge as the authorized official in all matters related to this grant, and any other matters incident thereto. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Rudy Rodriguez, Constable Pct. 1]

Issue: Texas law required that businesses do not sell tobacco products to minors. However, there are those that violate this law and permit the sell of tobacco products to those underage.

Solution: Constable Pct. 1 has been awarded a state grant so it can join forces with other State Law Enforcement Agencies to aggressively enforce tobacco laws in Webb County.

Result: To increase police presence and enforcement to divert illegal tobacco activity.
             
e.   AI-8725    Discussion and possible action to proclaim April 2019 as the 51st Anniversary of Fair Housing Month, April 8-12, 2019 as Fair Housing Week and designating the Webb County Community Action Agency to monitor Fair Housing in Webb County.

Issue: In order to continue to apply for grants, it is a federal requirement that Webb County promotes Fair Housing within its jurisdiction.

Solution: Promotion Fair Housing in Webb County and designating a week during the month of April will help citizens of Webb County to know of their legal rights in housing discrimination.

Result: The federal requirement for Fair Housing will be met by promoting Fair Housing within Webb County's jurisdiction. This will allow Webb County to continue to apply for grants.

9.   Fire Suppression & EMS Services
             
a.   AI-8700    Discussion and possible action to accept state EMS designated county funds through the Seven Flags Regional Advisory Council (RAC) Trauma Service Area "T" in the amount of $8,612.00, to be utilized in the purchase of EMS supplies, training, travel, personnel cost, membership to professional/technical organizations, public education, vehicle maintenance, cell phone plan, and equipment for all stations of the Webb County Volunteer Fire Department; and authorizing the County Judge to sign all relevant documents, and any other matters incident thereto. Issue: State funding provided through Seven Flags RAC for EMS needs/operations.

Solution: Accept funds, and utilize monies for purchase of supplies, equipment, training and travel of personnel.

Result: Properly stocked emergency units ready for response, and well prepared personnel.

Issue: Excess County property that either is salvage property because of time, accident, or any other cause is so worn, damaged, or obsolete that it has no value for the purpose it was originally intended for and/or surplus property that that is no longer needed by the department and may have some usefulness for the purpose it was intended and would be transferred for use by another County department or auctioned online to the general public.
 
Solution: Attempt to sell the County surplus or salvage property by competitive bids or auction, dispose or destroy property that cannot be sold through auction and/or competitive bids because it has deemed worthless or dispose through and/or competitive bids because it has deemed worthless or dispose through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products.

Result: Generate revenue from sale of property, reduce County expenditures by transferring surplus property to other departments and make room for future assets turned in by County departments.

Result:  The consultant would review annual renewal agreements and monitor trends and any special projects that Webb County requires consultation for.

Issue: The Group Health insurance program needs to be evaluated to determine if Webb County should solicit new proposals or extend the current program.  In addition, the supplementary insurances that the County offers its employees will need to be evaluated to determine if there are better coverages out in the market place.
 
Solution: Authorize the Purchasing Agent to seek proposals for independent consultation services with a specialty in self-funded group health program(s) for special projects and renewals.
 
Result: The independent consultant would review and give recommendations on any special project(s) the Commissioner Court takes action on for Webb County’s group health insurance program.

Issue: Webb County has Fairgrounds operation and need to segregate and establish budget for revenue receipts received and expenditures to cover future Fairgrounds expenditures.

They also won the Core Values Award, which consists of three components: Inspiration, Team Work and Gracious Professionalism, the CMS Corps of Engineers exceeded the expectations and were exemplary at every level. 31.   AI-8739    Recognition and presentation of plaque to Layla Espinoza of United South High School on behalf of La Estrella Del Deporte program. Ms. Espinoza took home the silver medal at the State Powerlifting Meet on Saturday, March 16 in Waco, TX. Layla was the only Laredo Lifter to bring home a medal. She placed 2nd in Class 6A in 181 lb. weight class. She squatted 425 lbs., bench pressed 210 lbs. and dead lifted 385 lbs. for a total of 1,020 lbs., finishing her high school powerlifting career with three state appearances. Issue: Rural Webb County residents must travel a significant distance to Laredo, Texas to acquire healthcare services due to the absence of a public health care facility in the rural areas of Webb County. 

Solution: County of Webb shall construct a three-thousand two hundred (3,200) square feet health care facility in Bruni, Webb County, Texas, which will provide an array of healthcare services to rural residents. 

Result: Rural beneficiaries of Webb County will have first time access to healthcare services at a facility located in rural Webb County aiding in the overall well-being of individuals and families alike.
