Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 11th day of April 2014. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

5. Communications

Judge Valdez welcomed all veterans present and asked that all stand to be recognized. He recognized former County Commissioner, Mr. Jerry Garza, former County Sheriff, Mr. Juan Garza, and former County Commissioner, Mr. Keko Martinez.

Cmr. Canales welcomed all the veterans, former elected officials, and everyone present. He congratulated S.C.A.N. on their Children Advocacy Center Annual Proclamation on Child Abuse Prevention Month. Cmr. Canales congratulated the TAMIU Cheerleading Team for winning 1st place on the NCA and NDA Collegiate Cheer and Dance Championship in Daytona Beach, Florida. He congratulated the Crime Stoppers for their 6th Annual 5k Run/Walk that took place on Saturday at Lake Casa Blanca. Cmr. Canales congratulated Councilman Alex Perez on the approval of 1.5 million dollars to the Slaughter Park. He sent out his heartfelt condolences to the families of Guillermo "Willy" Garcia, Santiago Ortega Flores, Rene Ramirez, Javier Gonzalez, and Joe Jose Orozco.

Cmr. Galo welcomed everyone present. He congratulated Ms. Fanny Stavorowski for receiving the Jefferson Acorn Award from the Laredo Community College and the Laredo Morning Times. Cmr. Galo congratulated Wayo Salinas, senior at Alexander High School for being accepted into the U.S. Naval Academy. He congratulated Rudy Flores, a junior powerlifter at United South High School for winning the National Title in High School Division for the 125 pound weight and for the breaking of state records. Cmr. Galo congratulated Melissa Cigarroa and Gabriel Castillo for being named the new George and Martha Washington for 2015. He congratulated the Laredo Next Generation Rotary Club Unsung Heroes Award recipients; Mr. Bobby Santos, Ms. Rosario Garcia, and Dr. Alfredo Trevino. Cmr. Galo congratulated the Laredo Police Department for a very successful Shattered Dreams event. He congratulated Ms. Linda LaMantia for her exhibit at the Laredo Center of the Arts. Cmr. Galo congratulated Mr. Eddie Palacios on his heroic act of saving a woman's life on a Chicago Subway. He congratulated Ms. Raquel Sepulveda on her retirement after 35 years of service to U.S. Customs and Border Protection. Cmr. Galo congratulated the United High School Soccer Team for being crowned the 29th 5A District Champions. He congratulated the TAMIU Cheerleading Team for winning 1st place on the NCA and NDA Collegiate Cheer and Dance Championship in Daytona Beach, Florida. Cmr. Galo congratulated Mr. Javier Montemayor for being named president of the U.I.S.D. School Board. He congratulated all the new Sheriff Deputies that were sworn in; Michael Juarez, Jose Linares, Rosendo Ramirez, Dennis Garcia on his promotion to Seargent, and Joe Degollado. Cmr. Galo wished the best of luck to all the students that are taking the STAR Test next week. He wished everyone a very happy and pleasant Easter. Cmr. Galo sent his heartfelt condolences to the families of Ramiro Barrera, Jr., James Edward "Eddie" Bravo, Ruben "Chacho" Perez, Hilda Negrete, Alvarado Rubio, Yolanda Fraga, Robert Edwin Levy, Juanita Mead, and William Franklin Ueckert, Sr.

Cmr. Tijerina congratulated Sheriff Martin Cuellar for his efforts on Crime Victim's Week. She welcomed all veterans present, former Commissioner Jerry Garza, former Commissioner Keko Martinez, and former Sheriff Juan Garza. Cmr. Tijerina congratulated the Autism Support Group on their blue lighting event at the Civic Center. She congratulated Mary Joy Patricio, Laredo's Winner for the 2014 Final Spelling Bee. Cmr. Tijerina thanked the Imaginarium of South Texas for taking several exhibitions to the Larga Vista Community Center. She congratulated Habitat for Humanities on a very successful Golf Tournament, "Golfing for Roofs". Cmr. Tijerina congratulated Sister Rose Mary Welsh and her staff at Mercy Ministries on their very well attended Health Fair. She congratulated the Laredo Rotary Club on their Women's Expo. Cmr, Tijerina congratulated the Rio Grande International Study Center on their Eco Fest. She congratulated Mr. Javier Montemayor for being named U.I.S.D. Board president. Cmr. Tijerina congratulated Melissa Cigarroa and Gabriel Castillo for being named Mrs. Martha and Mr. George Washington. Cmr. Montemayor - No comments.

Judge Valdez congratulated Dr. Martha Esquivel Villarreal for being honored by the Laredo Commission for Women Hall of Fame. He sent out his heartfelt condolences to the family of Dr. James "Coty" Hale.

Cmr. Galo congratulated the Road and Bridge and everyone who participated on the clean-up at the Santa Teresita and Las Lomas area. He mentioned that this Thursday at 5:30 p.m. the Santa Teresita Community Center would be hosting an Easter Egg Hunt.

Cmr. Canales reminded all veterans of the 4th Annual Hero Salute Luncheon at 12:00 p.m. on April 29, 2014 at the Cesar's Reception Hall.

Judge Valdez recognized Ms. Tony Gamboa and asked her to appproach the podium to make her presentation on the upcoming Dog Bowl.

Ms. Gamboa invited everyone to attend the Dog Bowl on Sunday, May 4, 2014 from 11:00 a.m. to 4:00 p.m. at the Civic Center Grounds.

Judge Valdez asked the Sheriff's Office to please approach the podium for the delivery of their presentation.

Sheriff Martin Cuellar was in attendance to make a presentation in reference to National Public Safety Telecommunicators Week.

Judge Valdez read a proclamation declaring April 13 - 19 as Public Safety Telecommunicators Week in Webb County, Texas.

The Sheriff's Office recognized and presented certificates of appreciation to their telecommunications staff.
             
6. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

Mr. Ruiz thanked the Commissioners Court for their support to the 4H Club.

Mr. Adame spoke about the importance of a 5 year lease and the detrimental affects of a month to month lease.

Jesus Segovia, spokesman for Laredo Veterans Coalition, Catholic War Veterans, Vietnam Veterans of Laredo Association, Laredo Marine Corp League, Korean War Veterans, Military Order of the Purple Heart, Veterans of Foreign Wars Post 9194, American Legion Post 59, American Legion Post 669, and Veterans Helping Veterans
Mr. Segovia addressed the Commissioners Court about the Veterans Museum and the need for the modification of a new location.

Mr. Alford asked the Commissioners Court if he could relinquish his time to allow Mr. Segovia to continue his discussion.
Mr. Segovia asked the court to consider the possibility of acquiring the land directly north of the newly constructed Veterans Clinic.

Addendum
Honorable John C. Galo, Webb County Commissioner Pct. 3
             
1. Discussion and possible action to approve a month to month lease agreement by and between Webb County as Lessor, and the Laredo Rifle & Pistol Club, Inc., (LRPC) as Lessee for the use of approximately 80.00 acre tract of land, more or less, owned by Webb County which is located on the south side of U.S. Hwy. 59 at a monthly rental rate of $1,000.00 per month, commencing May 1, 2014, together with the granting to Lessee a right to enter the property to commence needed cleanup and/or repairs prior to commencement of the lease term. The premise shall be used and operated as a public rifle and pistol range, for use by LRPC Members only, and/or to only allow use of such premises for valid public purposes involving local and regional youth organizations who are willing to provide youth firearms and/or archery training and safety programs. The range shall also be allowed for use by current and/or retired U.S. Military members, National Guard members. The Club shall be required to provide an on-site range-master at all times during business hours and shall provide for Texas Parks & Wildlife Commission sponsored Hunter Safety Education Courses to be taught on site for the benefit of all Webb County and/or local or regional youths, youth clubs, and/or youth type sponsored events. LRPC shall provide for trained firearms instructors to conduct youth firearms training programs on as-need basis, but shall be required to provide such youth firearms training programs not less than four times a year. This lease is also made subject to Lessee prohibiting automatic weapons firing, .50 caliber rifle shooting, and related safety measures, and LRPC shall be required to provide Webb County with written proof insurance coverage amounts and policy limits, and naming Webb County, Texas as an additional named party covered under such insurance policy, and requiring Lessee to immediately provide notice of any insurance policy cancellation to Webb County.

Webb County will provide a work experience site to provide training, leadership and guidance about the work place and careers. Workforce Solutions will provide participants with limited or no work experience. The goal is to help their employability. Wages will be paid by Workforce Solutions and  no financial costs to Webb County and no impact on the County budget, and authorizing the County Judge to sign and execute all relevant documents; and any other matters incident thereto. AI-939  Discussion and possible action to approve a Five (5) year commercial property lease agreement, with one additional (5) year renewal option term, subject to annual budgetary appropriations by and between G.G. Salinas and/or assigns, as Lessor, and Webb County, Texas, as Lessee, for the use of a 3,400 sq. ft. building, located  on the premises commonly known as 615 Gale St., Laredo, Webb County, Texas 78041, at a monthly rental rate of $1.00 per sq. ft. and/or $3,400.00  per month, subject to an annual (C.P.I.) consumer price index rental rate adjustments on the anniversary date of this lease, with an option to purchase said property at the end of the primary and/or renewal term(s) of this lease.  This lease shall commence May 1, 2014.   The leased property will be used as the new main offices of the Webb County Head Start Program.  The County Judge is hereby authorized to execute said lease on behalf of Webb County. 4. Discussion and possible action to authorize the scope of services for the survey needed for the future Webb County Northwest Fire Station site. The scope of services shall include a limited title search/abstract of title to verify the fee simple ownership and related title matters and prepare an onsite survey of the Webb County tract out of C-14, Los Botines Subdivision. Subsequent to the results of the title search prepare a written metes and bounds description of said parcel, review the survey instruments of land to be exchanged and identify funding source for the actual survey work to be done, and all other matters incident thereto.

6. Discussion and possible action to ratify a Memorandum of Understanding between Serving Children and Adults and Webb County Court at Law #2, to apply for a Substance Abuse and Mental Health Services Administration grant to expand and enhance treatment services for juveniles with substance use disorders or substance abuse and mental health disorders who are participating in the Webb County Juvenile Drug Court. The terms of this cooperative agreement will begin February 25, 2014 and end September 30, 2017, with no impact to the General Fund and any other matters incident thereto.

7. Discussion and possible action to enter into a Memorandum of Understanding between Serving Children and Adults in Need, Inc., Border Region Behavioral Health Community Center, and Webb County Court at Law #2, to integrate mental health and substance abuse treatment services for Webb County Juvenile Drug Court participants with mental health and substance abuse use disorders in a project funded by the Substance Abuse and Mental Health Services Administration. The terms of this cooperative agreement will begin February 25, 2014 and end September 30, 2017, with no impact to the General Fund and any other matters incident thereto.
