Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 25th day of April 2014. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

5. Communications

Judge Valdez welcomed all veterans, Laredo Community College President, Dr. Juan Maldonado, District Attorney, Isidro Alaniz, and Judge Joe Lopez, 49th District Court.

Cmr. Galo welcomed everyone present. He sent his heartfelt condolences to all those who have lost families and loved ones in the past week especially the family of James M. Hale and Javier Francisco Medina. Cmr. Galo thanked all the first responders especially; the Fire Chief, our Emergency EMS Service, and all those who collaborated in the bus rollover on Hwy 35. He congratulated the Sheriff's Office on their very successful P.A.L.s Boxing tournament. Cmr. Galo congratulated Nixon High School Junior Luis Bravo for winning an Area 4 way Speech Contest. He congratulated all the student athletes who participated in the Class 4A and 5A Track and Field Meet especially; Salina Machan for becoming the first mark to beat at the Area Meet Crown 2014 from United High School, Cindy Quintana for winning the 100 Meter Dash, Mark Losoya for winning the Gold Metal in Area Title in Long Jump and 100 Meter Dash, Alison Miller for winning the 400 Meter Gold and 2nd in the Area Title in the High Jump, and Stephanie Berdusco from Cigarroa High School for winning Gold Metals in the Class 4A Titles in Shot Put and Disk. Cmr. Galo congratulated the STEM Academy at TAMIU for launching a University Level Academy on its campus for highly gifted and motivated high school juniors and seniors in Science, Technology, Engineering, Math, and International Studies. He congratulated the 2014 Relay for Life Fundraiser sponsored by the American Cancer Society. Cmr. Galo congratulated the L.C.C. South Campus for their 10th Anniversary. He congratulated the 1964 Martin High School Baseball Team on the 50th Anniversary Celebration at the District 16 4A Title.

Cmr. Tijerina welcomed everyone present. She thanked Fire Chief, Ricardo Rangel and the Webb County Volunteer Fire Department, the Laredo Fire Department, Angel Care, Lifeline Ambulance, Bronze Ambulance, Capital Ambulance, Victoria's EMS, Primary EMS, Star Ambulance, Genesis EMS, AirEvac, and Air Life for their assistance on the bus rollover accident. Cmr. Tijerina congratulated Sandra Quintanilla Magana, Director of the J.W. Nixon Golden Spurs who won the 2014 Regional and National Championship. She congratulated the 2014 School Bell Award Winners; Nancy Guerrero from Dr. Malakoff Elementary School, Norma Flores from McDonald Elementary School, Raquel Bradley from Our Lady of Guadalupe Elementary, Jorge Salinas from Antonio Gonzalez Middle School, Blanca Nunez from Christen Middle School, Guadalupe Aguilar from LBJ High School, David Montes from J.W. Nixon High School, Lizette Gutierrez from San Agustin High School, Diana Pescado from Harmony Science Academy, Keith Boden, English Instructor from Laredo Community College, and Ruby Naves, Associate Professor in Biology from Texas A & M International University. She congratulated the Webb County Heritage Foundation Award Recipients; Bob and Shirley Gonzalez, the Trustees of the Guadalupe and Lilia Martinez Foundation, Dr. Sonia Hernandez on the Jim Parish Award for documentation and publication of local and regional history, Laredo Community College Board of Trustees on the Historic Rehabilitation Award, the Sisters of Mercy of Laredo, Sam Johnson on the Lifetime Achievement Award, J.W. Nixon High School, the Ricardo Hernandez Memorial Award for Achievement on Laredo History Education, Lamar Bruni Vergara Environmental Science Center, the Environmental Preservation Award, and Alberto Guajardo, the Luciana Guajardo Award for Promoting Awareness of History. Cmr. Tijerina congratulated the Texas A & M Colonias Program on a very successful Easter Egg Hunt for all children at Las Blancas Park. She congratulated all the telecommunications specialists for being honored in the South Texas 911 Appreciation Luncheon especially; Sheriff's Office employee Damaris Chapa for receiving the Telecommunicator of Year Award. Cmr. Tijerina congratulated the Girls Scouts of Laredo for a very nice The Power of the Purse event and thanked everyone who donated a purse for the auction. She thanked everyone who attended and participated in this year's Employee Appreciation Luncheon especially Director of Facilities Mr. Gilberto Garza, Supervisor of Parks and Grounds Mike De La Fuente, and all Facilities Personnel. Cmr. Tijerina congratulated Sheriff Martin Cuellar for hosting the 2014 U.S.A. Boxing Junior Olympics. She sent out her heartfelt condolences to the families of Enrique Jasso and Olga Vela.

Judge Valdez asked Fire Chief, Mr. Ricardo Rangel to approach the court. He thanked Mr. Rangel and his staff for their assistance in the bus rollover on Hwy 35. Mr. Rangel gave a short summary of the bus rollover incident that occurred on mile marker 29.

Judge Valdez asked President of Laredo Community College, Dr. Juan Maldonado to approach the court.

Dr. Maldonado announced that April 28, 2014 was the first day of Early Voting for the 100 Million Dollar Bond Issue.
He mentioned that Early Voting would end on May 6 and the Regular Special Election would be on Saturday, May 10, 2014.

Judge Valdez asked Director for Continuing Education and Adult Education and Literacy at Laredo Community College, Ms. Sandra Cortez to approach the court.

Ms. Cortez announced that L.C.C. would be offering ESL, GED, and Citizenship courses at the County's Self Help Centers and other areas around the community.

Judge Valdez asked board directors; Memo Benavides, Carol Summers, Jr., Rocky Bruni, David Puig, Henry Gonzalez, Jr., USDA NRCS Representative, and Joe Zimmerman, Webb County SWCD Program Facilitator.

Guillermo Benavides, Chairman of the local Webb Solid and Water Conservation District, was present to make a presentation commemorating Soil and Water Stewardship Week in Webb County.

Judge Valdez read the proclamation declaring April 27 - May 4, 2014 as Soil and Water Stewardship Week.
             
6. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

AI-1040  Discussion and possible action to approve Two (2) renewal option for Three (3) commercial property lease agreements, by and between the City of Laredo, as Lessor, and Webb County, Texas, as Lessee, for the use of 1.) 2518 Cedar St., (Jesus Garcia Headstart Center), at a monthly rental rate of Nine Hundred Dollars ($900.00 per month), 2.) 2400 S. Jarvis, (Tatangelo Head Start Center), also commonly known as 2200 Zacatecas St., at a monthly rental rate of Six Hundred Sixteen Dollars ($616.00 per month), and 3.) 3501 Eagle Pass (Villa Alegre Headstart Center) at a monthly rental rate of Eight Hundred Ninety Three Dollars ($893.00) per month.  The 2 yr. renewal terms for all 3 locations leased from the City of Laredo shall commence May 1, 2014thru May 31, 2016.   The leased property will be used as Webb County Head Start Centers.  The County Judge is hereby authorized to execute said lease on behalf of Webb County. County Attorney's Office, Mr. Ray Rodriguez stated that a correction was needed on item #20, the lease terms should read as May 1, 2014 thru April 30, 2016.

AI-1041  Discussion and possible action to authorize to execute and approve a Professional Architectural Services contract by and between Webb County and Hickey, Pena, Architects, LLC., in the amount of $158,000.00, plus $65,000.00 for reimbursable expenses, for a total sum of $222,400.00.  Hickey and Pena, LLC, shall provide the design and architectural services needed for the construction of the future Webb County Main Fire Station and Administration Building, approximately 13,200 sq. ft., in size which shall be located along Bob Bullock Loop (Loop 20).
