Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 9th day of May 2014. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

5. Communications

Judge Valdez congratulated and welcomed Cmr. Linda R. Ramirez to the Webb County Commissioners Court Meeting. He wished all mothers a Happy Mother's Day. Judge Valdez congratulated Sheriff Martin Cuellar for being a recipient of the 2014 Liberty Bell Award. He congratulated Cmr. Canales for honoring all veterans at the 4th Annual Hero Salute Luncheon. Judge Valdez reminded everyone of the 20th Annual Fishing Derby on May 24, 2014.

Cmr. Canales welcomed Cmr. Linda R. Ramirez to the Webb County Commissioners Court. He congratulated all Webb County mothers and wished them a Happy Mother's Day. Cmr. Canales thanked the Barbara Fasken School Administration and staff for their invitation to the tree planting ceremony. He sent out his heartfelt condolences to the family of Erasmo Heracleo Benavides, Blas Gutierrez, Martha Garcia, and Oscar Canales.

Cmr. Galo welcomed Cmr. Linda R. Ramirez to the Webb County Commissioners Court. He congratulated the Alexander High School Mighty Bulldogs and Coach Mario Garcia and the Martin High School Tigers and Coach Jorge Tijerina on their victories and advancements. Cmr. Galo congratulated United High School student Enrique Rangel for his debut at Carnegie Hall in New York City with his award piano performance on April 20, 2014. He congratulated the Outsiders Hot Rod and Vintage Car Club on their 12th Annual Car Show at the SAC to benefit the Make A Wish Foundation. Cmr. Galo congratulated Cmr. Canales on his very well attended 4th Annual Hero Salute Luncheon. He congratulated Mr. Hank Sames on his new venue and band, the Gringo Barrio Band, who performed to benefit the Laredo Area Community Foundation. Cmr. Galo congratulated the recipients of the Liberty Bell Award; Patricia Alvarez, Chief Justice for the 4th Court of Appeals, Israel Reyna, Texas Rio Grande Legal Aid, and Sheriff Martin Cuellar. He wished best of luck to Letters of Intent from United High School Senior, Esmeralda Villarreal and Ana Geronimo who signed with the Dust Devil Soccer Team. Cmr. Galo congratulated Las Damas de la Cultura de Oro on the announcement of their 2014 Court of Princesses; Jennifer Garza, Jackie Blanco, Olivia Sonia Martinez, Martha Lydia Lerma, Amanda Gonzalez, Christina Rivera, and Katia Solis. He congratulated the Webb County Heritage Foundation on the selection of eight honorees to receive the Prestigious Heritage Award; Dr. Sonia Hernandez, L.C.C. Board of Trustees, Dr. Stan Green, The Sisters of Mercy, J.W. Nixon High School, along with Principal Gerardo Cruz and Teacher Pancho Ruiz, Lamar Bruni Vergara Environmental Science Center, Maria Eugenia Ginny Lopez and Albert Guajardo. Cmr. Galo congratulated the Golden Apple Award Winner David Montes, teacher from J.W. Nixon High School. He congratulated Alexander High School senior Claire Kazen for being accepted to Colorado University to do the heptathlon and Aisha Mohammad sophomore at Alexander High School for being named the interscholastic All-State Swim Team for the second consecutive year. Cmr. Galo congratulated Rebecca Hernandez, senior at Alexander High School for being named most outstanding runner. He commended Sheriff Martin Cuellar and his staff for a great job recognizing all the hard work and dedication of all the correctional officers during Correctional Officers Week. Cmr. Galo congratulated Mario Galvan, nurse at Laredo Medical Center, recipient of the 2014 Patience Choice Award for the seconded consecutive year. He congratulated K-9 Bricks and his handler, Luis Agredano for winning 9th place at the National Narcotics Detector Dog Association Competition in Armadillo, Texas. Cmr. Galo congratulated TAMIU for honoring a trio of the Heartland Conference; on outfield Alex McKeon and outfielder Jake Cardoza, who received the All Heartline Conference Team Honors and infielder Gordie Taggert for earning the Golden Glove Honors. He thanked Laredo Rehab Center for their invitation to crown their 2014 Mother of the Year, Pachita Martinez who is 102 years old. Cmr. Galo commended his staff at the Santa Teresita Community Center for hosting a Mother's Day Banquet. He reminded everyone that the first Lemurs Game would be on May 15 at 6:30 at the Uni-Trade Center. Cmr. Galo wished all the High School Students attending their proms to enjoy their evening and please stay safe. He wished both his wife and son a very Happy Birthday. Cmr. Galo sent his heartfelt condolences to the family of Maria Adame, Ana Maria Gutierrez, Jesus Manuel Gonzalez, Sr., Sonia Martinez Cedillo, Sylvia Martinez, Guadalupe A. Bazan, Jose Barron, Jr., Fernando Arellano, Manuelita Guevara, and Eulalia Rodriguez.

Cmr. Tijerina wished the best of luck to Cmr. Linda R. Ramirez and welcomed her to the Webb County Commissioners Court. She congratulated the Honorable Patricia Alvarez, Sheriff Martin Cuellar, and Israel Reyna for being the recipients of the Liberty Bell Award by the Laredo Webb County Bar Association. She congratulated Cmr. Canales on his very well attended 4th Annual Hero Salute Luncheon. Cmr. Tijerina commended her staff from the Larga Vista Community Center and the Bruni Community Center for a very nice Mother's Day event. She congratulated Sheriff Martin Cuellar for the beautiful Mother's Day Dance held. Cmr. Tijerina congratulated Sheriff Martin Cuellar and staff for the observance of Correctional Officers Week. She congratulated Officer Michael Medina for being named Officer of the Year. Cmr. Tijerina informed everyone that the Secretary of State Nandita Berry would be touring the colonias area on Hwy 359. She mentioned that 25 High School Seniors and their parents would be awarded with scholarships for students from UISD, LISD, Webb Consolidated Independent School District, and St. Augustine High School. Cmr. Tijerina congratulated Jorge Armando Chavarria, student at Nixon High School, for being awarded with the Ray of Hope for Community Service. She congratulated Orlando and Gaby Gonzalez on the ground breaking of the community center which will be named in their honor. Cmr. Tijerina congratulated Panchita Martinez for being named the 2014 Mother of the Year. She reminded everyone that this week was Police Week. Cmr. Tijerina congratulated Laredo Community College on their very successful Bond Election. She commended Luis Agredano for representing Webb County in Armadillo with his K-9 at the scheduled K-9 Conference. Cmr. Tijerina wished a Happy belated Birthday to her father-in-law, Cayetano Tijerina, who just turned 95 years of age. She sent her heartfelt condolences to the family of Mariana Adami, Noemi Mimi Suarez, Jose Manuel Gonzalez, Roberto de Luna, Sonia Martinez Cedillo, Edith May Winters Herring, Sylviana Martinez, Jose Barron, Margarita Segovia, Fernando Arellano, and Jerry Salinas.

Cmr. Ramirez thanked everyone for all the very warm welcomes she has received all this week especially; Judge Valdez, her fellow Commissioners, her wonderful Pct. 1 staff, and Mr. Larry Sanchez, PIO. She congratulated State Senator Judith Zaffirini for being inducted into the Alumni Hall of Fame for the Boys and Girls Club of America. Cmr. Ramirez congratulated the E.J. Salinas Community Center on a successful Dia de Los Ninos event and thanked everyone who participated. She personally thanked County Engineer, Mr. Luis Perez-Garcia for taking her to the Water Treatment Plant in Rio Bravo. Cmr. Ramirez congratulated Sheriff Martin Cuellar on the Mother's Day Elderly Crime Prevention Fair and Luncheon at the Casa Blanca Ballroom. She congratulated all those who were inducted into the UISD League of Legends. Cmr. Ramirez congratulated all those who participated in the 2nd Annual Light Up the Night Walk and Run event for PILLAR. She recognized all the young school girls who are still missing in Nigeria. Cmr. Ramirez recognized Panchita Martinez and wished her very Happy Mother's Day. She recognized Alejandra Flores, junior from United School High School, for her participation in the State UIL Accounting for the second consecutive year and BPA Nationals.

Cmr. Tijerina congratulated Senator Judith Zaffirini for her induction into the National Boys and Girls Club of America.

Cmr. Canales congratulated all teachers in honor of Teachers Appreciation Week.

Judge Valdez congratulated his son for graduating with his Master's Degree from Texas A & M University in College Station.

Cmr. Ramirez congratulated her niece for graduating with a Degree in Criminal Justice and a Minor in Art from Texas A & M University in Kingsville.

10. AI-1090  Discussion and possible action to adopt the following policy with regard to the rehiring of former employees who are Texas County & District Retirement System (TCDRS) Retirees:
Effective June 1, 2014, former employees who are Texas County & District Retirement System Retirees are eligible to be re-hired but only after a separation from County employment of at least Two (2) years. Monthly TCDRS benefits will not be suspended as long as the original termination is bona fide. A bona fide separation means there must be a true separation in service between the County and the employee in which the employer/employee relationship is completely severed for at least a Two (2) year period. There can be no expectation, understanding, agreement, or arrangement that the employee will be hired full time or part-time after he or she retires. Failure to abide by this policy could jeopardize the County’s TCDRS plan’s qualified status which could subject the County to significant fees, penalties, and additional taxes levied by the Internal Revenue Service.
