Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 10:00 a.m. at the regular meeting place with the following members present to wit:

Danny Valdez,                                        County Judge
Linda R. Ramirez,                                   Commissioner, Pct. 1
Rosaura "Wawi" Tijerina,                        Commissioner, Pct. 2
John C. Galo,                                          Commissioner, Pct. 3
Jaime Alberto Canales,                           Commissioner, Pct. 4

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 20th day of June 2014. Present also were Ms. Kassandra Cavazos, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
 
             
CALL TO ORDER BY THE HONORABLE DANNY VALDEZ, WEBB COUNTY JUDGE
             
1. Roll Call by Mrs. Lucina D. Perez, Chief Deputy on behalf of the Honorable Margie Ramirez-Ibarra, Webb County Clerk

Motion by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina, seconded by Commissioner, Pct. 3 John C. Galo to excuse Cmr. Canales

Vote: 4 - 0 Motion Carried
             
2. Pledge of Allegiance
             
3. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

Cornell Mickley, Pre Trial Services Director
Mr. Mickley addressed the Commissioners Court on his concerns regarding the Wage and Classification Scale and the effect it will have on the employees of his office.

George Gonzalez, Webb County Agriculture Agent
Mr. Gonzalez asked the court for the Webb County Extension Office to be added to the Wage and Classification Scale study.

Melissa Mojica, Chief Juvenile Probation Officer
Ms. Mojica asked the court to reconsider the exclusion of her grant funded employees in the Wage and Classification Scale study.

David Garza, Veterans Service Officer
Mr. Garza addressed the Commissioners Court on his concerns regarding the Wage and Classification Scale and the effect it will have on the employees of his office.

Virginia Aranda, Public Defender
Ms. Aranda addressed the Commissioners Court on her concerns regarding the Wage and Classification Scale and the effect it will have on the employees of her office.

Chief Federico Garza on behelf of Sheriff Martin Cuellar
Mr. Garza addressed the Commissioners Court on Sheriff Cuellar's concerns regarding the Wage and Classification Scale and the effect it will have on the employees of his office.

Leo Flores, County Auditor
Mr. Flores addressed the Commissioners Court on his concerns regarding the Wage and Classification Scale and the effect it will have on the employees of his office.

10:22 a.m. - Cmr. Canales present.

Delia Perales, County Treasurer
Ms. Perales expressed her gratitude for the implementation of the Wage and Classification Scale, Timeclock, and Financial Softwares. Ms. Perales also stated that she would be requesting one change in the Wage and Classification Scale study for her office.

Patricia Barrera, Tax Assessor Collector
Ms. Barrera addressed the Commissioners Court on her concerns regarding the Wage and Classification Scale and the effect it will have on the employees of her office.

Minerva Villarreal, on behalf of Judge Rebecca Palomo, 341st District Court
Ms. Villarreal addressed the Commissioners Court on Judge Palomo's concerns regarding the Wage and Classification Scale and the effect it will have on the employees of her office.

Arminda Pina, on behalf of Judge Oscar Hale, 406th District Court
Ms. Pina addressed the Commissioners Court on Judge Hale's concerns regarding the Wage and Classification Scale and the effect it will have on the employees of his office.

Cmr. Galo read a letter written by Ms. Lizette Torres, concerned tax payer, asking the Commissioners Court to be prudent of the tax payers' money and make wise decisions.
             
COURT TO DISCUSS AND ACT ON THE FOLLOWING:

4. Presentation/Workshop by consultant from Condrey & Associates to discuss the Wage and Classification Process with possible action by the Court; and any other matters incident thereto.
  Discussion on file at the Webb County Clerk's Office June 26, 2014 Commissioners Court Special Meeting DVD.

Administrative Services Director, Ms. Cynthia Mares and Mr. Mark Knowles, representing Condrey & Associates were both present to address the Commissioners Court on item #4.

11:44 a.m. - Cmr. Tijerina excused herself due to a scheduled appointment.
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 4 Jaime A. Canales that every employee be grandfathered into this new system despite the new qualifications or descriptions
  Vote: 4 - 0 Motion Carried
