Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 9:00 a.m. through a virtual meeting place with the following members present to wit:

Tano E. Tijerina,	County Judge
Jesse Gonzalez,	Commissioner, Pct. 1
Rosaura "Wawi" Tijerina,	Commissioner, Pct. 2
John C. Galo,	Commissioner, Pct. 3
Cindy Liendo,	Commissioner, Pct. 4

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 13th day of July, 2020. Present also were Mrs. Rosa E. Herrera, Recording Secretary, representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

Pledge of Allegiance

Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

Discussion and possible action to conduct individual performance evaluations for the following department heads under the purview of Commissioners Court:

Human Resources Director
Engineering Director
Civil Legal Division Director
Law Library Director
Public Information Office Director
Veteran Services Office Director

Action to be taken by Commissioners Court may include continuation of employment, reassignment, and modification of duties, disciplinary action, dismissal or other actions. The Commissioners Court may take such other action as may be necessary to implement its decisions including, but not limited to, appointment of interim department heads and/or permanent appointment of department heads; and any other matters incident thereto. [Closed Meeting/Executive Session is requested pursuant to Texas Government Code, Title 5, Subchapter D, Sections 551.071 ((A)(B) Consultation with Attorney) and 551.074 (Personnel Matters)]

Performance evaluations for the following were discussed:
1) Engineering Director, Mr. Luis Perez Garcia,
2) Law Library Director, Ms. Yoli Carrillo and
3) Veteran Services Office Director, Mr. David Garza

Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 3 John C. Galo to go into Executive Session

Vote: 5 - 0 Motion Carried

(Executive Session 2:45 p.m. - 3:16 p.m.)

No action taken

Performance evaluation for Public Information Officer, Mr. Larry Sanchez was discussed.

Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 1 Jesse Gonzalez to terminate Mr. Larry Sanchez effective immediately

Vote: 2 - 3 Motion Failed

Discussion and possible action to authorize the Human Resources department and Civil Legal division to formulate a re-organizational structure for all Community Center department head directors to now be under the direct purview of the elected official of the precinct; with additional action to amend current policy to effectuate those changes; and any other matters incident thereto.
