Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 22nd day of August 2014. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

County Treasurer's Office, Mr. Cesar Guerra presented the checks, side bills, ratification of payroll dated August 15, 2014,  monthly report for July 2014, and the permanent school fund report pending approval.

5. Communications

Cmr. Canales congratulated Mr. Gene S. Walker for being named 2014 Business Person of the Year. He congratulated the eleven high school students who were awarded the Mr. South Texas Scholarships and thanked the South Texas Foundation for their continued support to our youth. Cmr. Canales congratulated the Laredo Country Club Ladies 2.5 Team who won the Texas Adult Sectionals Team Tournament. He congratulated the Laredo Cycling Association and all who participated in the 2014 Rock Bike Race. Cmr. Canales congratulated the Webb County Administrative Services Department in conjunction with the South Texas Blood and Tissue Center for hosting the blood drive tomorrow from 9 a.m. to 2 p.m. at the Webb County Courthouse. He sent out his heartfelt condolences to the family and friends of Roel Pena, George Edward McDonald, Sr., Mario Botello, and Juan Alberto "Betin" Gonzalez. Cmr. Canales wished all the teachers, administrators, students and parents a very successful school year.

Cmr. Tijerina congratulated Larga Vista Community Center Director, Mr. Greg Araiza for being the first Webb County Community Center to finalize a partnership with the Health and Human Services Commission. She congratulated John Roman Galo,Valeria Lucia Montemayor, Alejandra Carriedo, and Franco Garza Carmona for being named the WBCA Abrazo Children for 2015. Cmr. Tijerina congratulated the South Texas Food Bank and the president of the board, Mrs. Ana Galo for a very successful Empty Bowls event on Friday. She congratulated the DeVally boys; Harold, Andrew, and Anthony sons of Constable Harold DeVally and Mrs. Adriana DeVally for their performance at the 1st Annual Max Jr. Golf Tournament held on August 11, 2014. Cmr. Tijerina congratulated all the people who have accepted and fulfilled their ALS ice bucket challenge. She reminded everyone that the Administrative Services Department in conjunction with the South Texas Blood and Tissue Center will be having their blood drive tomorrow from 9 a.m. to 2 p.m. Cmr. Tijerina wished a very successful year to all administrators, teachers, and students. She sent her heartfelt condolences to the family of Mario Antonio Guerrero, Francisco "Pancho" Ramos, Emilio Enrique Costilla, Jorge Alberto Salinas, Leon Hershner, baby Andrew Jeremiah Hale, and George Edward McDonald.

Cmr. Ramirez thanked Dr. Aida Acuna for donating nine hundred books to the children of Webb County and will be distributing them to the schools of Precinct 1 and community and activity centers. She thanked the U.S. Department of Health and Human Services Substance Abuse and Metro Help Services Administration for providing Webb County with a $975,000 grant to the youth and juvenile drug court. Cmr. Ramirez thanked her staff for helping in distributing 150 backpacks and school supplies to the schools in Precinct 1 last week. She thanked Mrs. Katherine Kazen and her staff of volunteers at the Laredo Animal Protective Society on the free neuter and vaccine clinic at the Rio Bravo Community Center. Cmr. Ramirez thanked Ms. Rhonda Tiffin for being the initial contact person for the clinic and referring Mrs. Kazen to them. She thanked Mr. Mike De La Fuente and the Parks and Grounds staff for taking the time to set up the tents that were needed. Cmr. Ramirez congratulated Judge Danny Valdez and the S.O.S. organization for raising a total of $15,000 for U.I.S.D. and L.I.S.D. She thanked her staff at the Rio Bravo and El Cenizo Community Center for hosting their back to school backpack drive. Cmr. Ramirez thanked County Engineer, Mr. Luis Perez Garcia, Road and Bridge Superintendent, Mr. Rodriguez , County Judge's Office, Mr. Joey Diaz De Leon, and Mr. Villalon from the U.S. Postal Service for helping them achieve the goal of mail services at La Presa. She wished good luck to all the students on their first day of school. She invited everyone to take part in a bingo to benefit a local family whose home was devastated by a fire to be held on August 28, 2014 at the Caesar's Reception Hall.

Judge Valdez wished good luck to all teachers, students, and administration and staff from L.I.S.D., U.I.S.D., Webb I.S.D., Colleges and Universities for a new successful 2014-2015 school year. He thanked Guerra Communication, IBC, AEP, and Community First Foundation for being able to put together $15,000 to buy school supplies for both L.I.S.D. and U.I.S.D. Judge Valdez sent his heartfelt condolences to the family of Soraya Mendez.

Judge Valdez asked Mr. Romero Rodriguez to approach the podium.

Representing S.T.C.A.D.A., Mr. Romeo Rodriguez and Mr. Mario Guzman, Jr. both thanked the Commissioners and Webb County for the support that was lent out to S.T.C.A.D.A.

Judge Valdez asked the Sheriff's Office PIO to approach the podium.

Webb County Sheriff's Office PIO, Ms. Brenda Medina recognized a collaboration with the Fire Department and the Sheriff's Office that involved 75 deputies who obtained CPR and AED Certification.

The Commissioners Court also recognized 2014 Ringside World Champions; 14 year old Jose Alfredo Martinez and 17 year old Joshua Juarez. Coach Manuel Gomez was present to thanked the Commissioners Court for their ongoing support.
             
6. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

Mr. Garza thanked the Commissioners Court for their support on the Honor Flight Program.
Mr. Segovia announced that they would be hosting a ceremony for the World War II Veterans departing to Washington on September 11, 2014 at the Laredo Airport.

AI-1610  Discussion and possible action to secure engineering services from Porras Engineering in the amount of $5,500 to conduct a drainage study and report (services include surveying, modeling, etc.) for that area in Mirando City generally located North of 6th street between Linder and Behlen Avenues, and to grant a professional services exemption pursuant to Local Government Code Section 262.024 (4) Discretionary Exemptions; said study to provide two to three options to mitigate recurring flooding of the streets and residences in the vicinity. [Account #741-7501-8801-5 (Road Improvements)]

Slot # 2836 - Driver - Change from Part-Time (29 hrs.) to Full Time (40 hrs./wk).  Salary remains at $10.00/hr.
Slot # 2835 - Project Coordinator - Salary increase from $13.65/hr. to $14.85/hr.

10. AI-1664  Recognition of Jimena Elizondo and Ernesto Saucedo who placed 1st and 2nd place in Taekwondo Tournament, qualifying both to compete Nationally, and later go on to compete Internationally. Jimena won the gold medal in her tournament in Muju, Korea.

The Commissioners recognized and presented certificates of achievement to Ms. Jimena Elizondo and Mr. Ernesto Saucedo for placing 1st and 2nd place in a Taekwondo Tournament qualifying both to compete Nationally, and later go on to compete Internationally. Also present was their coach, Mr. Luis Saito.

3. Public Hearing on Tax Increase. Last year, the Webb County property tax rate was 0.420055. That rate raised $67,122,546 in revenues, a portion of which was used to fund maintenance and operations such as for road and bridge, law enforcement, judicial functions, count government, health and welfare, recreation and culture, community service, and other sources and uses. This year, Webb County is proposing a property tax rate of 0.414700. That rate will raise $74,695,622 which is $7,573,076 more in revenues than that raised by taxes imposed last year.

4. Announcement of the date, time and place of the 2nd Public Hearing to consider the tax increase. The 2nd Public Hearing will be held on September 8, 2014, at 9:00 a.m., at the Webb County Courthouse, Second Floor, Commissioners Court, 1000 Houston St., Laredo, TX 78040. You have the right and are encouraged to attend the hearing and make comments if you wish.
