Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 1:30 p.m. at the regular meeting place with the following members present to wit:

Tano E. Tijerina,                                          County Judge
Frank Sciaraffa,                                           Commissioner, Pct. 1
Rosaura "Wawi" Tijerina,                             Commissioner, Pct. 2
John C. Galo,                                               Commissioner, Pct. 3
Jaime Alberto Canales,                                Commissioner, Pct. 4

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 4th day of August 2016. Present also were Ms. Virginia M. Rodriguez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
             
CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE
             
1. Roll Call by Honorable Margie Ramirez-Ibarra, Webb County Clerk
  Motion by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina, seconded by Commissioner, Pct. 3 John C. Galo to excuse Cmr. Sciaraffa
  Vote: 4 - 0 Motion Carried
 
Other: Commissioner, Pct. 1 Frank Sciaraffa (ABSENT)
  1:32 p.m. - Cmr. Sciaraffa present.

4. Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
  The following individuals addressed the Commissioners Court in reference to item #5.

8) Ivan Rodriguez, tax payer
9) Alberto Torres, representing Constable Rudy Rodriguez, Pct. 1

COURT TO DISCUSS AND ACT ON THE FOLLOWING:
             
Budget Officers
             
5. AI-4639  Discussion and possible action to review and evaluate the County proposed fiscal year 2016-2017 budget with discussion and possible action to recommend any changes, if necessary, before the final adoption of the budget on September 2016; and any other matters incident thereto.
  Motion by Commissioner, Pct. 1 Frank Sciaraffa, seconded by Commissioner, Pct. 4 Jaime Alberto Canales
to use the 5 million from savings and the 3.2 million from the sale of the Detention Center

Cmr. Sciaraffa withdrew his motion.
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 4 Jaime Alberto Canales to unrestrict the $3,092,000 that had been restricted up to this point and add it to the General Fund, act on the voluntary separation - to accept the eight (8) and give a deadline as of Friday for any others
  Vote: 5 - 0 Motion Carried

  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 4 Jaime Alberto Canales to adjourn
