Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit: Danny Valdez, County Judge Linda R. Ramirez, Commissioner, Pct. 1 Rosaura "Wawi" Tijerina, Commissioner, Pct. 2 John C. Galo, Commissioner, Pct. 3 Jaime Alberto Canales, Commissioner, Pct. 4 Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 5th day of September 2014. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:

Honorable Danny Valdez, Webb County Judge

Discussion and possible action to review and evaluate the County Auditor's proposed fiscal year 2014-2015 budget with discussion and possible action to recommend any changes, if necessary, before the final adoption of the budget on September 22, 2014; and any other matters incident thereto.

The Commissioners Court heard public comments made by the following individuals and made motions to be included in the proposed budget.

USA Savate, Mr. Jimmy Sandoval and Paul Buitron
Mr. Sandoval and Mr. Buitron asked the Commissioners Court to allow them to submit their 3rd party application late for $5,200.

Motion by Commissioner, Pct. 4 Jaime Alberto Canales, seconded by County Judge Danny Valdez to include USA Savate organization for $5,000 on the 3rd party funding

Vote: 5 - 0 Motion Carried

Motion by Commissioner, Pct. 4 Jaime Alberto Canales, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to include Border Olympics for $20,000 or the amount that has usually been set aside for them in the past

Vote: 5 - 0 Motion Carried

Laredo Chamber of Commerce, Mr. Miguel Conchas
Mr. Conchas asked the Commissioners Court for an additional $50,000 on their 3rd party funding.

Motion by County Judge Danny Valdez, seconded by Commissioner, Pct. 4 Jaime Alberto Canales to include an additional $25,000 in the proposed budget

Vote: 5 - 0 Motion Carried

Sheriff Martin Cuellar along with Mr. Jose Salinas and Mr. Joe Lopez were present to address the Commissioners Court on their request.

Motion by County Judge Danny Valdez, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to include (3) Jailers, (1) Accountant, (2) Officers, and (1) Sergeant in the proposed budget

Vote: 5 - 0 Motion Carried

Constable Adrian Cortez, Pct. 3 was present to address the Commissioners Court on his request.

Motion by Commissioner, Pct. 1 Linda R. Ramirez, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to include (2) deputy constable positions in the proposed budget

Vote: 5 - 0 Motion Carried

County Treasurer, Ms. Delia Perales was present to address the Commissioners Court on her request.

Motion by Commissioner, Pct. 4 Jaime Alberto Canales, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to change the title to Chief Deputy County Treasurer

Vote: 5 - 0 Motion Carried

Motion by Commissioner, Pct. 4 Jaime Alberto Canales, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to increase part-time monies with the condition that this will not be a full-timer in the future

Vote: 5 - 0 Motion Carried

District Attorney, Mr. Isidro Alaniz was present to address the Commissioners Court on his request.

Motion by Commissioner, Pct. 4 Jaime Alberto Canales, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to include the (1) Senior Assistant District Attorney to begin October 1, (1) Data Entry Clerk to begin October 1, (1) Criminal Investigator to begin October 1, and (1) Criminal Investigator to begin January 1 in the proposed budget

Vote: 5 - 0 Motion Carried

County Attorney, Mr. Marco Montemayor was present to address the Commissioners Court on his request.

Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 4 Jaime Alberto Canales to include (1) Investigator in the proposed budget

Vote: 5 - 0 Motion Carried

Motion by County Judge Danny Valdez, seconded by Commissioner, Pct. 1 Linda R. Ramirez to include $1,100 for the County Attorney's salary in the proposed budget

Vote: 3 - 2 Motion Carried

Motion by Commissioner, Pct. 3 John C. Galo, seconded by County Judge Danny Valdez to include the adjustment of the Medical Examiner's salary to $200,000

County Engineer, Mr. Luis Perez Garcia was present to address the Commissioners Court on his request.

Building Maintenance Director, Mr. Gilberto Garza was present to address the Commissioners Court on his request.

Motion by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina, seconded by Commissioner, Pct. 1 Linda R. Ramirez to include (2) Building Maintenance positions, (1) HVAC position, (1) Grounds Keeper position, and Part-Time funds up to $50,000 in the proposed budget

Vote: 5 - 0 Motion Carried

Chief Juvenile Probation Officer, Ms. Melissa Mojica was present to thank the Commissioners Court on the tentative approvals placed on the proposed budget.

Lieutenant Ramiro Veliz on behalf of Constable Miguel Villarreal, Pct. 2, was present to address the Commissioners Court on their request.

No action taken.

Road and Bridge Superintendent, Mr. Jose Luis Rodriguez was present to advise the Commissioners Court that he submitted a request for a tractor under capital outlay.

Mr. Victor Barbarena on behalf of Constable Harold DeVally, Pct. 4, was present to address the Commissioners Court on their request.

Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 1 Linda R. Ramirez to include the (2) Part-Time Clerk positions in the proposed budget

Vote: 4 - 0 Motion Carried
