Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:
 
Tano E. Tijerina, County Judge
Jesse Gonzalez,     Commissioner, Pct. 1
Rosaura "Wawi" Tijerina,   Commissioner, Pct. 2
John C. Galo, Commissioner, Pct. 3
Cindy Liendo, Commissioner, Pct. 4

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 30th day of August 2019. Present also were Ms. Vanessa Zapata, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
 
             
CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE
             
1.   Roll Call by Honorable Margie Ramirez-Ibarra, Webb County Clerk
  Roll Call by Mr. Roberto Lopez, Chief Deputy on behalf of the Honorable Margie Ramirez Ibarra, Webb County Clerk.
             
2.   Pledge of Allegiance
             
3.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.
  Enrique Gallegos, CEO of Laredo Medical Center and Rogelio Reyes, Chief Financial Officer  stated to the Commissioner Court how thankful they are for the healthy relationship they have and continue to have with Webb County. Mr. Rogelio Reyes also stated they would be available for any questions or assistance they can offer.
  Louie Hairwagon, CVS Health and Aetna Representative thanked the Commissioners Court for the existing relationship with Webb County and provided the court with his comments regarding Item #5.
             
COURT TO DISCUSS AND ACT ON THE FOLLOWING:

4.   AI-9532    Discussion and possible action to approve a County Voluntary Separation Plan as signed by an eligible employee in the amount of Fifteen Thousand Seven Hundred Six Dollars and Eight Cents ($15,706.08); and authorize the Webb County Judge to sign all relevant documents and any other matters incident thereto. Funds to be paid to the eligible employee from the payroll reserve account fund and shall then be subsequently reimbursed from the employees respective departments allocated funds. [Account #1001-1130-001-431007-005 (Payroll Reserve)]

Issue:  There is an eligible employee agreement listed as (#17) that needs Commissioners Court approval in the amount of Fifteen Thousand Seven Hundred Six Dollars and Eight Cents ($15,706.08). The total payout for the Voluntary Separation Plan this year is Two Hundred Seventy-Eight Thousand Fifty-Four Dollars and Twenty Three Cents ($278,054.23).

Solution:  Approve eligible employee's (#17) Voluntary Separation agreement and post a complete list of those eligible employees in order to clarify the total amount of the Voluntary Separation Plan payout for this fiscal year.

Result:  Employee #17 will be allowed to Voluntarily Separate from Webb County.

5.   AI-9541    Presentation on Employee Health Insurance by County's consultant, Mr. Randy McGraw, HUB International, Inc., with discussion and possible action to authorize the Risk Manager to procure Employee Health Insurance (to include Third Party Administration Services) effective January 1, 2020 and any matters incident thereto and  authorizing the County Judge to sign all relevant documents.
  County Consultant, Mr. Randy McGraw HUB International Inc. presented to the Commissioners Court the Webb County Health Plan Update.
  Motion by Commissioner, Pct. 4 Cindy Liendo, seconded by County Judge Tano E. Tijerina to go out for RFP's
  County Judge Tano E. Tijerina rescinded his second
  Motion dies for lack of second.
  No action taken today.

6.   AI-9524    Discussion and possible action to authorize the Civil Legal Division to negotiate the acquisition of Lots 6-10, Block 61, Western Division, Laredo, Webb County Texas (being 1101 Matamoros Street); authorizing the County Judge to sign all documents and any matters incident thereto. [Executive Session requested pursuant to Section 551.072, Texas Open Meetings Act. .Account #3867-7238-001-470000-100 Bond Series 2019]
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by County Judge Tano E. Tijerina to go into Executive Session
  Vote: 6 - 0 Motion Carried

Civil Legal Division, Mr. Nathan Bratton asked the court for permission to negotiate for the property along with the terms and conditions.

  Vote: 5 - 0 Motion Carried

Addendum
             
Budget Office
             
1.   Discussion and possible action to authorize the publication, in a newspaper of general circulation, notice of salaries or allowances that are proposed to be increased for Fiscal Year 2019-2020 for elected county or precinct officers and the amount of the proposed increases as per §152.013 of the Texas Local Government Code; and any other matters incident thereto.
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 3 John C. Galo to create the base 100% of the Segal Study, nobody that is above the Segal study will be negatively affected and to add a longevity column so that each step increase goes into the longevity column
  Vote: 6 - 0 Motion Carried
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 3 John C. Galo to bring back item #5
  Vote: 6 - 0 Motion Carried

  Civil Legal Division, Mr. Ramon Villafranca asked for clarification for Aetna Representative on item #5. The Court stated there was no action taken and will be put on agenda next meeting.
