CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.
The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. Issue: Patrol Units #1432 and #1438, which were originally purchased using OPSG Grant Funds, were retired and auctioned during the previous year. Proceeds from the auction are required to purchase In-Car Computer Docking Stations, including installation, for three patrol units.
Solution: Approve a budget amendment to transfer from Account 2468-259700 (OPSG Fund Balance) to Account 2468-3150-001-460105 (OPSG Minor Tools & Apparatus)
Result: By transferring these Funds from the OPSG Fund Balance account to the OPSG Minor Tools & Apparatus account, funds will be available to purchase the needed in Car Computer Docking Stations with installation for the three patrol units. Solution: Through an MOU, the Webb County Community Action Agency (CAA) and Workforce Solutions for South Texas (WSST) will be able to augment their coordinated, collaborative efforts to assist moderate-to-low income citizens in the local Laredo/Webb County community.

Issue: There is a need for resources to address the issue of exploitation, human trafficking and the sexual exploitation of children in our community. Persons who have suffered abuse in childhood or adolescence are susceptible to being exploited, human trafficked and commercially sexually trafficked. There is a need to train the community and those involved in the criminal justice system on how to identify potential and current victims and stop the cycle of exploitation, human trafficking, and commercial sexual exploitation of children. The Office of the Governor of Texas has provided available resources through a grant opportunity to enhance awareness, intervention, and prevention of this serious issue.
Solution: Authorize the submission of the grant application as set forth above to ensure that Laredo/Webb County, CPS, and Child Protection Court (CPC) may continue the Texas Emergency Network Diversion (TEND) Court Program, a diversion program for potential and current victims of exploitation, human trafficking and the commercial sexual trafficking of children.

During procurement, tariffs were imposed on the blowers that were enacted after the bid date and represent an unforeseen cost that could not have been anticipated by the contractor during the bid preparation.

Issue: Increased residential subdivision development in the rural areas of Webb County has resulted in an enhanced review process for plats that require the installation of multiple private OSSF facilities and individual waters wells for compliance with platting requirements. The water well review process will require greater coordination between the Webb County Engineering and Planning Departments. The adoption of subdivision plat fees is authorized pursuant to Sec. 232.0021 of the Texas Local Government Code.
Solution: The adoption of modified subdivision plat fees will allow the Engineering and Planning Department’s to have access to the proper tools and equipment to streamline the compliance review process.
