Discussion and possible action to award Invitation to Bid (ITB) 2026-002 “Mangana Hein Road and Rio Bravo Street Improvements and Repairs” to the lowest responsible bidder Anderson Columbia Co., Inc. in an amount not to exceed $517,690.00 pursuant to the Texas Government Code; Subchapter C. (Competitive Bidding Method) and to further authorize General Counsel to prepare the Construction Contract for awarded sum(s) and any other matters incident thereto. [Account #1001-1130-001-470000 (Capital Outlay) and #2007-7150-001-470000 (Road & Bridge Fund-Road Maintenance General-Administration-Capital Outlay)]

Issue: Webb County proposes to improve street conditions on several roadways throughout the Rio Bravo community and the Mangana Hein Road areas which includes Margarita Lane, Jose Avenue, Javier Avenue, Monica Avenue/Pena Drive, and Mangana Hein Road. The intent of this project is to improve the overall quality and condition of existing roadways in order to enhance driver safety for the residents of Rio Bravo and the public in general. A total of two (2) sealed bids were received by the published deadline.

Solution: Consideration to award to the lowest responsible bidder pursuant to the Texas Government Code; Competitive bidding in General.

Result: If approved, General Counsel will prepare the construction contract for the awarded bid amount(s) for Commissioners Court approval and final execution by the Webb County Judge.

Background:

The Mangana Hein Rd & Rio Bravo Street Improvement Project consists of a total of 3,960 linear feet of asphalt overlays on sections of Margarita Ln, Jose Ave., Javier Ave., and Monica Ave./Pena Dr. in Rio Bravo, Tx. Additionally, the project will cover spot repairs to asphalt and flexible base at damaged and degrading portions of Mangana Hein Rd. over a 5.75-mile span.

Previous Court Action:

On October 14, 2025, Commissioners Court authorized the Purchasing Agent to publish a formal Invitation to Bid for the subject road improvements subject to the formal sealed plans and specifications prepared by the County Engineering Department.
