Discussion and possible action to authorize acceptance of the FY 2026 Comprehensive Energy Assistance Program (CEAP) grant award contract #58260004558 from the Texas Department of Housing and Community Affairs (TDHCA) in the amount of TWO MILLION ONE HUNDRED FORTY-THREE THOUSAND ONE HUNDRED SIXTY FIVE DOLLARS ($2,143,165.00) and designating the Webb County Judge as the authorized official to sign all relevant documents; and any other matters incident thereto. Contract shall commence on January 01, 2026, and shall end on December 31, 2026. No impact on the General Fund. Documentation has been reviewed by Webb County Economic Development Department and is compliant with SPOC policies and procedures. [Requested by Guillermo Walls, CAA Director; Grant Fund #2362]

Issue: The Texas Department of Housing and Community Affairs (TDHCA) has awarded the Webb County Community Action Agency a grant award in the amount of $2,143,165.00 under the FY 2026 Comprehensive Energy Assistance Program (CEAP).

Solution: The Court’s approval and acceptance of this grant contract will allow the Webb County CAA to continue to provide direct services to eligible low-income residents of Webb County under the CEAP Program.

Result: These grant funds will be available to assist eligible low-income Webb County residents with their utility bills.
