Discussion and possible action to authorize acceptance of Amendment No. 3 to the FY 2025 Comprehensive Energy Assistance Program (CEAP) contract #58960004403 from the Texas Department of Housing and Community Affairs (TDHCA) to increase grant funding in the amount of THIRTY SIX HUNDRED THREE HUNDRED TWENTY TWO DOLLARS ($36,322.00), extend the grant performance period by three (3) months until March 31, 2026, and continue to designate the Webb County Judge as the authorized official to sign all relevant documents; and any other matters incident thereto. Contract commenced on January 01, 2025, and was due to end on December 31, 2025; the new grant performance end date shall be March 31, 2026. No impact on the General Fund. Documentation has been reviewed by Webb County Economic Development Department and is compliant with SPOC policies and procedures. [Requested by Guillermo Walls, CAA Director; Grant Fund #2362]

Issue: The Texas Department of Housing and Community Affairs (TDHCA) has increased CAA’s FY 2025 CEAP grant contract by $36,322 and extended the grant performance period by 3 months.

Solution: The Court’s approval and acceptance of this grant contract amendment will allow the Webb County CAA to provide additional direct services to eligible low-income residents of Webb County under the CEAP Program.

Result: These grant funds will be available to assist eligible low-income Webb County residents with their utility bills.
