CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.
The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. Discussion and possible action to accept the grant award for the Texas CDBG Colonia Fund Construction - House to Line Connection, and enter into an agreement with contract No.CFC25-0287 from the Texas Department of Agriculture (TDA) in the amount of $1,000,000 in grant funds for first-time potable water services through residential house-to-line connections, in conjunction with on-site sewage facility mitigation or installation for eligible homes located in Colonia La Presa, and to authorize the Webb County Judge to sign all relevant documents; and any other matters incident thereto. This contract agreement commences on February 1, 2026, and ends on January 31, 2028. This grant does not require a cash match and will not have an impact on the general fund. Issue: There is a need for water infrastructure improvements for Colonia La Presa and ensure access to safe, clean drinking water and enhance system functionality.
Solution: Enhance the water quality through the installation of new water infrastructure and the development of a proper sewer system.

Discussion and possible action to approve a Resolution for approval to submit a grant application to the Office of the Governor for federal funds authorized under 34 U.S.C. §60702 Project Safe Neighborhoods Block Grant Program estimated at $49,993.25 over the term of the contract. This formal request shall authorize the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's participation in this grant. Issue: Our community continues to face persistent crime challenges. Solution: Approve a Resolution authorizing the submission of the PSN Block Grant application in the estimated amount of $49,993.25 and authorizing the County Judge to act on behalf of the County in all matters pertaining to participation in the grant
Result: Approval will allow Webb County to timely submit a compliant grant application, secure potential federal funding to support public safety initiatives, and ensure proper authorization and administrative oversight throughout the grant term. Discussion and possible action to authorize the purchase of forty-five (45) Ballistic Level III vests for Constables 1-4 to include Tactical Level III mini shields and Active Shooter entry tools from Kirkpatrick Guns and Ammo, Inc. (Buy-Board No. 698-23) for an amount not to exceed $81,057.00 and to further authorize the transfer of funds from Account #1001-1130-001-47000 (General Fund-General Operating Exp-Administration-Capital Outlay) to Account #1001-3150, 3160, 3170, 3180-001-460105 (General Fund-Constable Pct 1-4-Minor Tools & Apparatus) and any other matters incident thereto.
Issue: The Webb County Constables are requesting new ballistic vests, ballistic shields and entry tools for their respective law enforcement operations. TCOLE (Texas Commission on Law Enforcement) currently mandates law enforcement agencies to carry the shields and entry tools for active shooter scenarios. In addition, the Constables are requesting to order ballistic vests that will be expiring in the coming months in anticipation of lead times for delivery after orders are authorized.
Solution: Consideration by Commissioners Court to authorize the purchase and transfer of funds for the requested equipment for law enforcement use. See attached backup (Quote) provided for a detailed breakdown by Constable's Office.

Discussion and possible action to approve the submission of a Criminal Justice Grant Program, FY2027 Grant application to the Office of the Governor (OOG) in an amount up to $70,000 for the acquisition and implementation of a cloud-based Records Management System (RMS) and related system components for the Webb County Constable Pct. 1 Office, to support violent crime and firearms-related initiatives, and authorizing the County Judge to execute all relevant documents, including the resolution, and any other matters incident thereto. This grant requires no cash match and will have no impact on the County’s General Fund. All required documents were submitted to the Economic Development Department and were found to be in compliance with the Single Point of Contact (SPOC) policy. Issue: Modern law enforcement agencies must maintain accurate, secure, and timely records to support daily operations, effective investigations, and successful case outcomes. The Webb County Constable Pct. 1 Office depends on efficient data collection, reporting, and information-sharing to respond to calls for service, conduct investigations, and maintain accountability. Reliance on handwritten notes, manual forms, or outdated records systems can slow case development, increase reporting errors, and ultimately impacting operational efficiency, data integrity, and officer safety.
Solution: Approval of the Criminal Justice Grant Program FY2027 Grant application will provide funding for the acquisition and implementation of a modern, cloud-based Records Management System (RMS) for the Webb County Constable Pct. 1 Office. The proposed RMS will enable officers to efficiently build, manage, and close cases through a secure, integrated platform that streamlines reporting and data management. The RMS will reduce administrative burden by auto-populating incident reports with Computer-Aided Dispatch (CAD) data, digital evidence, citizen inputs, and transcribed officer narratives, allowing officers to spend more time on patrol and less time completing paperwork. Built-in compliance and validation tools will prompt officers for required information and verify reports prior to submission, reducing rework and minimizing Incident-Based Reporting (IBR) error rates. Automated record quality controls—including record retention, merging, sealing, deletion, and purging—will ensure data accuracy, consistency, and compliance. Additionally, the system will include integrated, cloud-native digital evidence management, eliminating data silos and enabling the secure collection, storage, management, and sharing of digital evidence to support investigations and prosecutions. This grant requires no cash match and will be implemented with no impact to the County’s General Fund.
Result: The implementation of a grant-funded Records Management System will significantly enhance the operational efficiency and investigative capabilities of the Webb County Constable Pct. 1 Office. Anticipated outcomes include faster and more accurate case creation and closure, improve data quality and consistency, reduced reporting errors, enhanced digital evidence handling, and increased officer time available for proactive policing. Collectively, these improvements will strengthen violent crime and firearms-related enforcement efforts, improve coordination with partner agencies, and enhance public safety for the community, all without financial impact to the County’s General Fund. The awarded vendor will provide a turnkey, fully managed Inmate telephone system that includes all equipment, installation, maintenance, network services, and customer support necessary to provide secure, reliable, and monitored telecommunications for inmates and facility staff in full compliance with all applicable Texas Commission on Jail Standards (TCJS) requirements and Federal Communications Commission (FCC) regulations governing Inmate calling services. For an initial three (3) year term, with the option to extend for two (2) additional one-year terms at the County’s sole discretion, pursuant to the Texas Local Government Code, §262.030 (Alternative Proposal Procedures for Certain Goods and Services), and any other matters incident thereto. Issue: Due to a recent ruling(s) from the Federal Communication Commission (FCC) enforcement of new rate caps for calls and video will go into effect on May 6, 2026. As a result, the Commissioners Court authorized the Purchasing Agent to secure competitive sealed proposals which would include the new madates by the FCC.
Solution: Consideration to approve a service agreement with the highest ranking proposer.

Status report by D&M Leasing regarding the County’s active vehicle leases for both law enforcement and white vehicles with discussion and possible action to authorize the Purchasing Agent to order the replacement of active leased vehicles based on the recommendation by D&M Leasing subject to final directive by the Webb County Commissioners Court and any other matters incident thereto. [Operational Lease Accounts]
Issue: There are currently over 200 units out of 338 active vehicle leases that have surpassed the lease term and are up for replacement. The recommendation includes law enforcement vehicles and white fleet for civilian employees assigned a unit. Lease terms being recommended are based on usage and projected mileage by each department/office.
Solution: Consideration by Commissioners Court to authorize the replacement recommendation by D&M Leasing and the Purchasing Agent as presented. An annual budget comparison will be provided to the Court to ensure it is financially feasible to implement the entire recommended replacement schedule or to phase it accordingly. It is projected that the initial monthly lease expenses will not impact the County’s budget until September 2026 based on the timeline for both law enforcement and white fleet to be delivered after official orders are placed and if order banks are open for the specific models being requested.
Result: If approved, the Purchasing Agent will work with D&M Leasing to initiate the orders authorized by the Commissioners Court. Financial impact on new rates are projected to start in July 2026 & September 2026 for white fleet and law enforcement units, respectively. Click to View |

Issue: Regulating and controlling stray and dangerous animals in the county continues to be a concern for county residents. The Sheriff’s Office is the only authorized official that can enforce certain rules regarding dogs and dangerous animals, but with limited capacity.
Solution: Working in partnership with the City of Laredo through an interlocal agreement for animal control services in the unincorporated areas of the county would help both governing entities in addressing and controlling this problem.
