Subject:

Discussion and possible action to authorize the Purchasing Agent to solicit formal Request for Proposals (RFP's) for a "501 (c)(3) Non-Profit Corporation" to partner with the Self-Help Center Program to construct not less than two (2) and not more than four (4) homes under the Self-Help Center Contract #7220013 and in accordance with the Texas Local Government Code; Section 262.030 Alternative Competitive Proposal Procedure for Certain goods and services. This activity is grant funded and will not impact the County's General Fund.

Issue: The Self-Help Center has been awarded a grant which includes funds for new construction.

Solution: Solicit RFP's to seek a partnership with an organization that has the capacity to carry out the new construction activity.

Result: Selection of a non-profit organization to carry out the New Construction Activity under the Self-Help Center Grant.

Background:

Webb County was awarded $700,000 for the Self-Help Center Program. The contract period for this grant is December 1, 2020-December 1, 2024.

Previous Court Action:

Court accepted the grant award at the Commissioner's Court Meeting of 03/22/2021 Item 11c.
